Mumbai Suburban Railways: Surging Ahead on The Fast Track of Development

The Mumbai city is incomplete without the MMR, and together they form the vast, fastest growing megapolis we commonly call Mumbai. The principal transport links that connect the MMR with Mumbai are the three arterial suburban rail lines, serving as lifelines for people and businesses. With its massive daily load of 7-8 million passengers, the Mumbai suburban train system is reckoned as the world’s busiest commuter network. However, coping with excessive passengers and providing nonstop and timely services to distant locations requires improved infrastructure in terms of technology modernization and capacity upgradation. From 2014 onwards, there has been a visible infrastructure improvement drive for the Mumbai suburban train services – while new and improved tracks are being added at many points, the decades-old signalling and control systems are getting upgraded to advanced systems. Many projects for the modernization of the Mumbai suburban train system, which were stuck during the 2009 -2014 period over the planning and funding issues, started getting approval after 2014. This explains the benefits of having a dynamic and pro-development Chief Minister at the helm; the endeavours of the CM Devendra Fadnavis breathed new life into the stalled projects of the Mumbai suburban railways. With the many fold increase in the railway budget allocation for Mumbai and Maharashtra, MUTP projects on capacity expansion, modernization, safety enhancement, and infrastructure upgrades for the Mumbai suburban railways are seeing fast approvals. While the decongestion of routes and improved signalling have allowed the Mumbai suburban train service to extend its reach beyond the limit of MMR, passengers’ comfort, convenience, and safety points have been taken care of by introducing AC trains, escalators at the stations, widening of platforms, and many other facilities; all of these have happened due to Devendra Fadnavis’s initiatives to ramp up modernization of suburban train systems. We will explore how this journey of Mumbai’s railway development has unfolded since 2014.

Currently, several major projects of the Mumbai Railway Development Corporation, including the construction of new railway lines and the modernization of existing lines and stations, are underway, strengthening the infrastructure in a bid to transform the Mumbai suburban railway, the lifeline of Mumbai. This will help increase speed, safety, and comfort level on the Mumbai local train service. Mumbai has an extraordinarily high volume of commuters, which puts immense pressure on the Mumbai suburban railway system and necessitates a regular upgradation of railway infrastructure. Thanks to the Narendra Modi government at the center and the Devendra Fadnavis government in the state, policy changes and substantial funding allocations have made the Mumbai suburban train system witness significant progress since 2014. Between 2009 and 2014, the then central government had allocated an average of ₹1,171 crore annually for the Mumbai suburban railway infrastructure. The pace of laying railway lines during this period was also pretty slow, barely 58 kilometers in a year. After 2014, as Chief Minister, Deputy Chief Minister, and a state leader, Devendra Fadnavis made special efforts to strengthen Mumbai Railways by securing increased funding from the central government. In the current financial year, 2025-26, Maharashtra received a whopping ₹23,778 crore railway budget allocation, a twentyfold increase from the time before 2014. This will help to realize the proposed expansion of suburban train services and transition to ac trains with automatic door system for all local train commuters.

Modernization of Mumbai Railways through MUTP:

Considering the expansion of the Mumbai Metropolitan Region (MMR), the Mumbai railway network is also under expansion and modernization drive through the MUTP projects 2,3, and 3A. This will include purchase of 268 new AC local trains at a cost of ₹19,293 crore, specifically aimed at reducing passengers’ accidents as these trains necessarily have an automatic door closing system, laying of the 6th line between Mumbai Central and Borivali and the 5th and 6th lines between Chhatrapati Shivaji Maharaj Terminus (CSMT) and Kurla. Additional lines between Virar and Dahanu Road will also be implemented to increase speed in the movement of suburban and long-distance trains. Furthermore, the platforms of 34 stations are being extended to accommodate 15-coach trains, enabling more effective crowd management.

Every year, more than 200 km of railway lines are getting laid.

Important current and upcoming railway projects in Mumbai and Maharashtra:

  1. The Panvel-Karjat new suburban corridor and the Airoli-Kalwa link projects are crucial for Mumbai’s development as they will provide significant relief to commuters in Thane and Navi Mumbai. 
  2. Work on the Mumbai-Ahmedabad bullet train project is in full swing, with the 100% land acquisition in Maharashtra complete.
  3. The Western Dedicated Freight Corridor is underway, which will divert freight train traffic from JNPT port to a separate railway track, reducing the load on passenger railway lines in Mumbai.

In stark contrast to the slow pace of railway work before 2014, an average of over 208 km of new railway lines are now being laid every year. Chief Minister Devendra Fadnavis’s coordination with the Ministry of Railways has resolved many pending issues related to Mumbai’s suburban railway. This will further expand Mumbai’s railway system to a large network with safety and efficiency of the next level.

Over the past 10 years, significant transformations have taken place in Mumbai’s railway system, with passenger safety and convenience being paramount. Mumbaikars are experiencing the obvious difference between the slow pace of development from 2009 to 2014 and the progress made from 2014 to 2025. The days are on the doorstep when the ambitious bullet trains, airconditioned local trains, expanded railway network in tandem with the Mumbai Metro and Thane ring metro will boost Mumbai’s ranking as one of top cities in the world.
