The BDD Chawls in Mumbai have been there for over a century, witnessing the city’s evolving social and cultural landscape from the days of old Mumbai. However, over time, these chawls have deteriorated significantly. There was a growing demand for decades for the redevelopment of these chawls due to their dilapidated structures and run-down basic amenities, making the lives of thousands of inhabitants miserable and endangered. However, there was not much headway to this cause due to scores of complex issues, logistical problems, and lack of political will. Then came the era of Infra Man Devendra Fadnavis and Mumbai saw the desired push for the BDD chawl redevelopment project, with fast approval of policy and speed in the administrative processes. After overcoming several challenges such as legal hurdles, tender processes, and obtaining public consent, this project took shape. The Housing Development Organization, MHADA was entrusted with the responsibility of coordinating the BDD Chawl Redevelopment Plan (MHADA BDD Chawl Redevelopment), while the actual construction work was awarded to a renowned company, Tata Projects Limited. It was decided to rehouse the residents in 500 square feet of quality homes with ownership rights at prime areas. The first phase of the project was completed in 2025, with 556 chawl residents receiving keys to their new houses. Chief Minister Devendra Fadnavis handed over the keys to 15 people at a ceremony on August 14, which was followed by the distribution of the rest. The first 556 chawl residents were rehabilitated in building numbers 30, 31, and 36 in Worli. The redevelopment of the historical BDD Chawls is not just another mega construction project in the city but an effort to restore a heritage from the city’s past as a cotton mill stronghold and optimize valuable city land.
A look at the history of the BDD Chawls
During the British era, in 1920, Sir George Lloyd, the Governor of Bombay, established the Bombay Development Department (BDD) that constructed four arrays of chawls, the BDD chawls of today, at Naigaon, Lower Parel, Worli, and Sewri. The chawls in Worli were built on state government land, while those in Sewri were built on Mumbai Port Trust land. While certain BBD chawls were used as prison barracks during the British period where some freedom fighters were temporarily held, the main purpose of building these chawls was to provide low-cost housing for the booming number of migrant laborers coming to work in cotton mills, docks, railways, etc. The present population of BDD chawls are traced back to those laborers who opted to live there permanently. These chawls with their ground plus three floor structure and 20 houses of 160 square feet each on every floor, have now completed 100 years. There are a total of 121 chawls in Worli itself.
Key features of the BDD Chawl Project:
The redevelopment of the BDD Chawls is Asia’s largest urban renewal project.
This project is being coordinated by MHADA in collaboration with Tata Projects Limited and Capacity Infraprojects Limited.
The old and dilapidated BDD chawls will be transformed into a modern urban settlement. 33 high-rise towers of 40 floors each will be constructed.
Every eligible family currently living in the 160 square feet rooms will receive a free, fully furnished home.
Each tower will have a spacious 2 BHK flat with a usable area (carpet area) of 500 square feet.
The towers will include fire safety systems, branded fittings, three passenger lifts, one stretcher lift, and one fire lift.
Each home will have a podium-level parking space. There will be an eco-friendly garden on the seventh floor.
The flats will feature vitrified tile flooring, granite kitchen countertops, aluminum-framed windows, and high-quality plumbing fixtures.

Decision on BDD Chawl Redevelopment in Cabinet Meeting
In 1999, the then government took decisions on the redevelopment of BDD Chawls in the State Cabinet meetings held on July 24, 1999, September 21, 1999, and October 4, 1999. Details of these decisions are not currently available. However, in 2016, the government of the then Chief Minister Devendra Fadnavis cancelled these previous decisions and took a new decision on the redevelopment of BDD Chawls in the State Cabinet meeting on March 17, 2016,. The government resolution for this was published on March 30, 2016.
State Housing Policy, 2007 – Redevelopment of BDD Chawls
The BDD Chawls were built approximately 90 years ago from this date. They consist of houses measuring 160 square feet. The state government has planned the complete redevelopment of these old colonies so that the current residents can get better homes with improved facilities. The State Housing Policy 2007 would be referred to to effectively utilize the existing FSI (Floor Space Index). The state government published the State Housing Policy on July 23, 2007, which provided the guidelines for the BDD chawl redevelopment and construction of new homes for the chawl residents. This involved making certain changes to the rules and regulations to avert legal issues. For example, repealing the Urban Land (Ceiling and Regulation) Act, 1976, amending the Rent Control Act to promote rental housing, ensuring financial returns and establishing a system for speedy justice, as well as simplifying the process of obtaining construction permits, allowing self-certification by renowned architects, making necessary amendments to the Municipal Act and the MRTP Act to promote housing and infrastructure development, amending the rules for levying development charges and property tax, implementing stringent laws to prevent encroachment on public land, and amending the Maharashtra Land Revenue Code.

Establishment of a Regulatory Commission for Redevelopment Schemes
According to the state government’s 2007 Housing Policy, the then government had decided to establish a regulatory commission with the objective of redeveloping old MHADA colonies and constructing new houses for the economically weaker sections and low- and middle-income groups. This included provisions in the housing policy for special urban settlement schemes, redevelopment schemes for old and dilapidated buildings, collective development schemes for urban renewal, joint schemes for redevelopment projects, etc. This was officially announced by the state government in its 2008-09 budget speech.

MHADA’s proposal presented to the Chief Minister
After considering several options, MHADA submitted a proposal for the redevelopment of the BDD chawls to Chief Minister Devendra Fadnavis on May 7, 2015. The Chief Minister gave his opinion on the proposal and ordered that it be submitted to the State Government on May 25, 2015, in accordance with Mumbai Municipal Corporation’s DCR 33(9). Redevelopment of BDD Chawls under a new working method
The Mumbai Development Department (BDD) decided to redevelop the century-old chawls originally built for migrant workers in Worli, Naigaon, N.M. Joshi Marg, and Sewri in Mumbai, as they had become very old, inconvenient, and risky for the residents. Therefore, in a State Cabinet meeting on March 17, 2016, it was decided to redevelop them under a new working method, created by including certain regulations in the Brihanmumbai Development Control Rules for the redevelopment of the BDD chawls. Moreover, decisions were also taken on the size of the flats to be given to the eligible tenants after redevelopment and to regularize the tenements, stalls, shops, and social, educational, and commercial institutions built on vacant land around the BDD chawls.
An empowered committee of 10 members, headed by the Chief Secretary, was approved to guide MHADA in the redevelopment process. MHADA was also designated as the steering agency, or nodal agency, for this project. It was decided that the land of the chawls in Worli, Naigaon, and N.M. Joshi Marg would be transferred to MHADA at a nominal rate. Since the chawls in Sewri are on land belonging to the Mumbai Port Trust, the cabinet decided that they would be included in the redevelopment process after obtaining the central government approval of their redevelopment proposal. Meanwhile, the Cabinet decided to cancel all the decisions taken by the then government on July 24, September 21, and October 4, 1999, regarding the redevelopment of the BDD chawls.

MHADA appointed as nodal agency
The Maharashtra Housing and Area Development Authority (MHADA) was appointed as the nodal agency for the redevelopment of BDD chawls. A committee headed by the Chief Secretary was formed to interact with MHADA on the redevelopment of the BDD chawls. BDD Chawl Land Transferred to MHADA for Redevelopment
The state government decided to transfer the land parcels, on which the BDD chawls are located, to MHADA for the redevelopment works. Accordingly, the state government lands of the BDD Chawls in Worli, N.M. Guidelines for determining beneficiary eligibility
The State Government had issued guidelines for determining the eligibility of beneficiaries of the BDD Chawls redevelopment through a Government Resolution dated June 28, 2017. However, the Mumbai Development Department sent a letter on November 2, 2017, requesting changes to certain guidelines. According to this letter, the state government decided to modify the rules regarding the transfer of tenancy without permission, specifically concerning transfers based on inheritance rights, transfers to relatives, and transfers made according to directions given by the government or the court in specific cases. Cases filed in various courts related to BDD Chawls
Cases related to various issues concerning the BDD Chawls, including their redevelopment and rehabilitation, have been filed in different courts. High-Level Committee headed by the Chief Minister formed to speed up the procedures
The redevelopment of the BDD Chawls is a major project of the state government. It was observed that some residents of these chawls were opposing the eligibility survey and not cooperating with the process with necessary information. Furthermore, even several months after MHADA appointed a construction contractor through a global tender process, the work had not actually commenced. Against this backdrop, a high-level committee was constituted under the chairmanship of Chief Minister Devendra Fadnavis to periodically monitor and review the project to achieve the target of completing it within 7 years. Changes In Beneficiary Eligibility Guidelines
The Maha Vikas Aghadi government decided to amend the guidelines for determining the eligibility of beneficiaries for the redevelopment of BDD chawls. BDD Chawl Rehabilitation Project Began; 500 Square Feet Homes to be Provided
The Worli BDD Chawl redevelopment project would rehabilitate a total of 9,689 residents from 121 old chawls. MHADA is constructing 34 rehabilitation buildings of 40 floors each. The project also included preservation of Jamboree Maidan and Dr. Ambedkar Maidan, preservation of the original structure of one of the old chawl buildings, and establishing a museum. A target was set to complete 3,989 rehabilitation flats in the three BDD chawl projects in Worli, N.M. Joshi Marg, and Naigaon by December. Construction of 14 buildings at N.M. Joshi Marg and 20 buildings at Naigaon began. In the first phase of this MHADA Mumbai Development Department project, the D and E wings of building number 1 would be completed and handed over to the desired residents. BDD chawls are located in Worli, Naigaon, and N.M. Joshi Marg in Mumbai. 195 BDD chawls are spread over approximately 92 acres of land. It comprises 15,593 homes, garages, and commercial hotel stalls. After providing homes to the BDD residents, MHADA would construct residential and commercial buildings on the remaining land. These buildings would house flats for middle and high-income groups. The flats wouldl have an area of approximately 75 to 100 square meters (807 to 1076 square feet). A total of 121 chawls (tenement buildings) were put under the BDD Chawl Redevelopment Project. This project would include the construction of 33 earthquake-resistant buildings, each with 40 floors.
A government decision of April 24, 2018, provided the eligibility criteria for free rehousing for the BDD Chawl residents. A cutoff date of January 13, 1996, was set by the Maharashtra government and the Maharashtra Housing and Area Development Authority (MHADA). Tenants in the BDD chawls who had been living there from before January 13, 1996, until January 1, 2021, would qualify for rehousing through the redevelopment project. However, they would be required to submit the relevant documents for evidence. But in case such evidence was not available with a tenant, their eligibility would not be denied outright but would be verified through alternative methods. It was also decided that the number of redeveloped plots in each chawl would not exceed 80, replacing the original 80 plots in each chawl.

Residents of Savali Buildings to Also Get the Benefits of Redevelopment

Police Personnel Should Get Homes in BDD Chawls!
MLA Kalidas Kolambkar had gone on a hunger strike demanding that police personnel in BDD Chawls be entitled for homes in the BDD redevelopment project. Leader of the Opposition Devendra Fadnavis requested him to withdraw his hunger strike, and Kolambkar broke his fast. Devendra Fadnavis said that on return of his government he would take a firm decision on this matter because the police personnel deserved their rightful homes. The Maha Vikas Aghadi government had no interest in the redevelopment of the BDD chawls; they were only interested in the builders. It’s the Devendra Fadnavis government that had started the redevelopment work through MHADA to provide good homes to the residents of the BDD chawls.

It was decided to provide 500 square feet of land on an ownership basis to police personnel residing in the service accommodations in the BDD chawls from January 1, 2011, under the BDD chawl redevelopment project. A development cost of ₹15 lakh would be collected from these police personnel.

97 unauthorized stalls regularized in BDD Chawl area
In the BDD chawl area of Worli, Naigaon, Sewri, and N.M. Joshi Marg, 23 unauthorized stall holders from before January 1, 1995, and 74 unauthorized stall holders from between January 1, 1995, and January 1, 2000, submitted proofs of existence on the respective lands to the BDD Chawl Director, which initiated rent collection from the 97 shop owners from retrospective dates by the BDD Chawl Collector at the prevailing rates in order to regularize their unauthorized stalls.

Eligibility of slum dwellers and stall holders for BDD Chawl redevelopment determined
The Cabinet approved verifying the eligibility of non-resident slum dwellers and stall holders in the BDD chawl area under the BDD Chawl redevelopment project in Mumbai. There are a total of 207 chawls in Worli, Naigaon, N.M. Joshi Marg, and Sewri in Mumbai, which also house unauthorized shops and slums. A total of 15,584 people will be rehabilitated under the redevelopment project of these chawls. The cutoff date for the eligibility of the unauthorized slum dwellers and stall owners was set to January 1, 2000., which would be verified by a competent authority based on evidence. In addition to the 257 non-resident slum dwellers/stall holders in the BDD Chawl area who were earlier regularized by the government, the government decided to regularize non-resident slums and stalls with evidence dating back to before 1995.

List of Evidence for Determining Eligibility
To determine the eligibility of non-resident slum dwellers and stall holders in the BDD Chawl area, the government adopted a policy of accepting evidence of existence from before January 1, 2000. This included evidence such as Mumbai Municipal Corporation fine receipts, Municipal Corporation survey receipts, notices issued to stall holders by the municipality, notices sent by the District Collector’s office, fine receipts issued by the Mumbai Development Department, and copies of regularization orders for stalls from the Mumbai Development Department Chawl office records.

BDD Chawl Redevelopment Accelerated; MHADA’s New Reform Plan
A detailed review of various MHADA projects and amendments to the Act was conducted today at Sahyadri Guest House, chaired by Chief Minister Devendra Fadnavis. This included the progress of various projects in Mumbai, including the BDD Chawl redevelopment scheme. Discussions were held on proposed amendments to the MHADA Act, including that of reducing the penalty interest rate on development fees charged for construction permissions and for utilizing more space for transit camps or sale through lottery. The suggested amendments under Sections 33(4), 33(5), 33(7), 33(9), and 33(24) were discussed in detail.
In the Worli BDD Chawl, work is underway on 3888 out of 9869 rehabilitation flats. While 556 of these flats were to be handed over in the next two weeks, 1419 flats were expected for hand over by September 2025 and 1642 flats by August 2027. Out of 3344 flats, 1938 flats are under construction in the Naigaon BDD project, of which 864 flats were expected to be handed over by September 2025. Work is underway on 1241 flats in the N.M. Joshi Marg BDD Chawl, of which 342 flats would be handed over by December 2025. The transfer of flats to the original 672 members of the Siddharth Nagar Patra Chawl project in Goregaon has been completed, and work orders have been issued for 1243 new flats.
Additionally, the projects of Surabhi Housing Society, Police Colony, Aram Nagar, Motilal Nagar, Abhyudaya Nagar, Bandra Reclamation, Adarsh Nagar, GTB Nagar Sion Koliwada, PMGP Colony, Poonam Nagar, and the Mumbai Metropolitan Growth Hub were also reviewed. On this occasion, the Chief Minister instructed MHADA to implement immediate and effective reforms to create more efficient and affordable housing opportunities for citizens.

The dream of BDD Chawl residents comes true, 556 flats distributed
On August 14, 2025, Chief Minister Devendra Fadnavis distributed 556 rehabilitation flats in the Worli BDD Chawl Redevelopment Project. On this occasion, the Chief Minister symbolically handed over the keys to the flats to residents of 15 chawls. Since 1920, the BDD Chawls have witnessed the history of freedom movements, social and political movements. Numerous memories hidden within its walls of the families who lived here for generations and their contributions in making Mumbai what it is today. These colonies have now given a new dimension, keeping their togetherness and old charm as far as possible. The journey of this redevelopment was not easy. The Devendra Fadnavis government, rejecting the previous limit of only 300 to 325 square feet homes meant to profit the private developers, took the historic decision to provide a larger 500 square feet homes through MHADA, resolving cases that had been pending for nearly 90 years. Global tenders were invited for Asia’s largest urban regeneration project, and renowned developers from India and around the world were entrusted with the task of redeveloping these BDD Chawls. Over 9,000 homes will be available from the Worli project alone, while the entire scheme will yield 14,000 homes. Another unique feature of this project is that police personnel are receiving their rightful homes for just Rs. 15 lakhs.
Chief Minister Devendra Fadnavis ordered BDD Chawl to be declared a ‘priority project’
Development projects underway in the state should be completed in time. Chief Minister Devendra Fadnavis has also instructed the concerned authorities to immediately remove any obstacles hindering these projects and to formulate a plan to complete them within a minimum of two to two and a half years. He also directed that the BDD chawl projects be declared priority projects among the various ongoing projects. Chief Minister Devendra Fadnavis reviewed infrastructure development projects in Mumbai suburbs, Thane, and Pune at Sahyadri Guest House on Monday (November 3).
BDD N. M. Joshi Marg Redevelopment
This project is part of the redevelopment of the old BDD chawls in Mumbai. The project aims to provide affordable housing to the residents. The project costs ₹5,716 crore and was launched on March 27, 2023, with a completion date of June 30, 2031. The project covers an area of 5.46 hectares and will construct a total of 3,828 houses, of which 1,858 will be affordable homes.
Naigaon BDD Chawl Redevelopment
The BDD chawl redevelopment project in Naigaon costs ₹7,143 crore. It was launched on December 10, 2022, and is expected to be completed by July 19, 2029. The project is being developed over a total area of 6.45 hectares. A total of 5,147 houses will be constructed, of which 1,858 will be affordable homes.
Distribution of 864 Redevelopment Homes at Naigaon BDD Chawl
On Monday (March 16, 2026), Chief Minister Devendra Fadnavis distributed 864 rehabilitation flats at the Dr. Babasaheb Ambedkar BDD Complex as part of the Naigaon BDD Chawl Redevelopment Project. On this occasion, keys and possession papers for the homes were handed over to 14 chawl residents in a symbolic distribution ceremony. The issue of the BDD Chawl redevelopment had been pending for nearly 40 years. The Devendra Fadnavis government took the initiative to address this matter and decided to implement the project through MHADA. In the first phase, BDD rehabilitation homes were distributed in Worli, while in the second phase—today—homes were distributed in Naigaon. The redevelopment work for the BDD Chawls is progressing rapidly, with a target set for its completion by 2029. Residents of the Naigaon BDD Chawl who previously lived in 160-square-foot homes have been rehabilitated into modern, 500-square-foot 2 BHK flats. Here, a total of 3,344 people are set to be rehabilitated across 20 rehabilitation buildings, each standing 22 stories high. These buildings are equipped with facilities for 3-story basement parking as well as stilt parking. Additionally, MHADA will undertake the maintenance of these buildings for a period of 12 years. A solar energy system has been installed on the rooftops of the buildings. Furthermore, a CCTV surveillance system has been installed on every floor, and each building is equipped with a fire extinguishing system.
Meanwhile, under the Naigaon BDD Redevelopment Project, homes have been allotted to 423 police personnel. The State Government had decided to provide homes to 2,350 retired and serving police personnel within this redevelopment project at a subsidized cost of ₹15 lakh each. Allotment of 827 Homes at Worli BDD Begins on May 21
The F, G, and H towers of the Rehabilitation Building No. 1, part of the Worli BDD Chawl Redevelopment Project, have received their Occupancy Certificates. Consequently, the administration commenced the allotment of rehabilitation homes to the 827 beneficiaries of these buildings on May 21. The allotment letters are being handed to these residents of the BDD Chawl from the MHADA Site Office located in the Sumer Kendra building in Worli. Thus, the dream of 827 BDD residents to live in a safe and modern home is finally coming true. They will now be proud residents of a spacious 500-square-foot apartment in a high-rise building. Under the BDD redevelopment initiative, more than 15,000 BDD residents will receive 500-square-foot homes. Prior to this, Chief Minister Devendra Fadnavis had distributed 556 homes on August 14, 2025. Additionally, 864 redeveloped homes at the Naigaon BDD Chawl were allotted on March 16, 2026.
