Dharavi Redevelopment Project: A Massive Makeover of the Land and Lives of the Residents

The redevelopment of Dharavi, a huge settlement hub turned slum located in the heart of Mumbai, is not merely a slum rehabilitation scheme; it’s a massive, ambitious project of profound economic, social, and infrastructural significance for the region.
Spread over 2.5 sq.km, Dharavi has always been disdained as a shanty town at the foot of Mumbai’s highrises. However, buried under the shines and glories of the city, this home to nearly a million people of different religions, castes, languages, provinces, and ethnicities is also a major contributor to the city’s GDP; with scores of small and micro enterprises generating an estimated $1 billion annually. But the people living in this vibrant yet dingy and unorganized tenement settlement deserve better living conditions. The modern megapolis cannot allow a large area in its center to remain underdeveloped and outside the purview of civic planning. The government of Maharashtra, led by the visionary CM Devendra Fadnavis came up with a well thought-out Dharavi redevelopment project with emphasis on the civic amenities, living conditions and livelihood of the residents. Modeled after similar projects in Singapore and Hong Kong, this redevelopment aims to develop the area in a sustainable and integrated manner, maintaining the area’s unique industrial ecosystem. CM Fadnavis also stated that the top priority of the project would be the rehabilitation of local artisans and those running small-scale businesses.

Key Features of the Dharavi Redevelopment Project
World-Class Housing Design and Amenities

Dharavi will be redeveloped along the lines of the planned mass public housing projects common in Singapore and Hong Kong. Ten 39-story buildings will be constructed for the residents of Dharavi. The new homes that will be allocated to eligible residents will feature separate kitchen, bedrooms, and toilet-washroom facilities, along with ample natural light. Dedicated toilet facilities for women will also be constructed within the project area.

The Country’s First ‘Multi-Modal Transport Hub

A key highlight of the Dharavi Rehabilitation Project is a state-of-the-art transport hub, which will integrate five different types of transport facilities – rail, metro, road, waterway, and air connectivity at a single central location. All three railway lines, Western, Central, and Harbour will be accessible from this hub. Future plans include bringing the bullet train directly to Dharavi. Additionally, a ‘vertiport’ for air taxi services and a fast jetty for water transport will be constructed. A baggage check-in facility will be provided within Dharavi itself, enabling passengers to travel directly to the airport via the ‘Airport Express’.

Preserving Local Employment and the Business Ecosystem

Dharavi possesses a unique economic system. To sustain this, a dedicated scheme for Micro, Small, and Medium Enterprises (MSMEs) will be formulated for the leather, garment, and pottery (Kumbharwada) industries. To modernize Dharavi’s renowned food industry, the ‘cloud kitchen’ concept will be implemented.

Comprehensive Rehabilitation Policy

Citizens meeting the eligibility criteria will be provided with proper housing, while those who are ineligible will be offered affordable rental accommodation. Special provisions are being made to transfer ownership of these rental homes to the ineligible residents after a period of 12 years. Following rehabilitation, residents will be exempted from property tax for five years. Furthermore, all religious sites in Dharavi will be preserved in accordance with regulations.

Environmental Balance and Urban Aesthetics

To maintain environmental balance, a large nature park will be created by scientifically replanting trees using modern methods. To enhance the visual appeal of the area between the Bandra-Kurla Complex (BKC) and Dharavi, a green belt, wide footpaths, and modern architectural features will be developed. Modern residential and commercial projects will be constructed on the site currently occupied by the bus depot.

Formation of a ‘Special Cell’ for Rapid Implementation

Given the vast size of the notified Dharavi area, a ‘single-window’ special cell has been established to expedite the process of obtaining all necessary government clearances. This project prioritizes public interest over commercial gain. It’ll stand as an exemplary model of urban renewal, designed to preserve Dharavi’s unique identity and increase tourism potential by establishing a new international identity for Mumbai.

Government Approves Multiple Schemes for Dharavi Redevelopment

In 1985, the late Prime Minister Rajiv Gandhi sanctioned ₹100 crore to upgrade infrastructure and housing across Mumbai. One-third of this amount (approximately ₹33 crore) was specifically allocated for the redevelopment of Dharavi. Subsequently, the government launched the Prime Minister’s Grant Project (PMGP) in 1987 and designated MHADA as the Special Planning Authority for Dharavi. The project envisaged the construction of approximately 27 buildings to provide adequate housing for local families. Furthermore, following 1995, 86 distinct schemes were approved for Dharavi under the Slum Rehabilitation Scheme by 2004.

Approval of the Dharavi Development Action Plan

The state government approved an expenditure of ₹5,600 crore towards the redevelopment of Dharavi. The area has been divided into nine sectors to ensure comprehensive, economically viable, and self-reliant development. Eligible slum dwellers with large families who wish to purchase a larger flat will be provided with 300-square-foot homes, if they agree to relocate to the new housing facilities that will be implemented on salt pan land under the Dharavi rehabilitation scheme. Biometric and Socio-Economic Survey of Dharavi

‘Mashal,’ a non-governmental organization (NGO) commissioned by the Dharavi Rehabilitation Project and the Slum Rehabilitation Authority, conducted a biometric and socio-economic survey in 2007–08 using GIS technology. According to the Mashal survey, there were approximately 49,643 slum structures (39,208 residential and 10,435 commercial) in Dharavi at that time. Additionally, there were about 9,522 tenements (6,981 residential and 2,541 commercial) located in ‘chawls.’

Responsibility for Dharavi Redevelopment Project Sector 5 Assigned to MHADA

 

On 21 May 2011, the responsibility for developing Sector 5 of the Dharavi Redevelopment Project was entrusted to MHADA, pursuant to the powers vested in the government under Section 3A of the Maharashtra Slum Areas (Improvement, Clearance and Redevelopment) Act, 1971. Accordingly, MHADA constructed 358 flats, each with a carpet area of ​​300 square feet on vacant plots and slum dwellers from that area were also rehabilitated in them. Construction of additional 672 flats was underway while building plans for another 687 flats received approval.

Special Status and SPV Model for Dharavi Redevelopment Project

The State Cabinet approved the model of forming a special company for the Dharavi Redevelopment Project and also granted it ‘Special Project’ status. The structure of the company involves an 80% stake for the lead partner and a 20% stake for the government. Concessions such as stamp duty waivers, State GST refunds, property tax exemptions, and waivers on fungible premiums were approved under this initiative. Approval was also granted to create an integrated master plan encompassing Sectors 1 through 5 and to invite global tenders. Additionally, the inclusion of approximately 36.42 hectares (90 acres) and 6.91 hectares of railway land in Matunga-Dadar into the project was sanctioned. Special powers regarding slum clearance, transit camp arrangements, and the issuance of No-Objection Certificates (NOCs) were vested in the Chief Executive Officer.

Decision to invite new tenders for Dharavi redevelopment

In the cabinet meeting, it was decided to cancel the existing tender process and float a fresh tender for the Dharavi redevelopment project. On October 16, 2018, the Cabinet took a decision regarding the development of the Dharavi project. Accordingly, the Committee of Secretary decided to cancel the tender process of the ongoing Dharavi Redevelopment Project. The bids of 2 bidders were placed before the Committee of Secretaries. In the Cabinet meeting, the decision of inviting a fresh tender by making appropriate amendments in the terms and conditions of this tender was upheld by the Committee of Secretaries.

Expansion of Dharavi Rehabilitation: Proposal to transfer 283.4 acres of Salt Works land

The Cabinet approved the transfer of approximately 283.4 acres of Central Government Salt Works land (comprising Arthur, Jenkins, Jamasp, and Agar Sulemanshah Salt Works lands) to the State Government on a 99-year lease for the expansion of the Dharavi rehabilitation project. Modification of terms for the transfer of 8.5 hectares of land from the Kurla Mother’s Milk Bank (Matrudugdhashala)

While a total of 8.5 lakh families need to be rehabilitated under the Dharavi project and 5 lakh families to be resettled within Dharavi, additional land is required for the remaining 3.5 lakh families. To meet this requirement, approval has been granted to modify the terms for transferring 8.5 hectares of land belonging to the Dairy Development Department’s Mother’s Milk Bank in Kurla. This will allow for the redevelopment to take place in accordance with housing and urban development policies, ensuring the maximum number of homes for the residents.

Exemption on Stamp Duty for Sub-lease Agreement with Special Purpose Vehicle (SPV)

 

In view of the declaration of the Dharavi Redevelopment Project as an ‘Essential Urban Project’ and a ‘Special Project,’ the Cabinet has decided to grant a stamp duty exemption on the sub-lease agreement executed between the Railway Land Development Authority (New Delhi) and the Dharavi Redevelopment Project or the Slum Rehabilitation Authority.

Redevelopment of Dharavi on Singapore-Hong Kong lines

Dharavi will be redeveloped on the lines of mass public residential projects in Singapore and Hong Kong. Also, while implementing this project, the inhabitants of Dharavi, their livelihood and local characteristics will be considered. Also, this project is going to be completed within the stipulated time frame. In the first phase, by 2028, at least 10,000 eligible citizens will be given houses with separate kitchens, toilets, bedrooms and natural lighting. The target is to complete this mega project within the next 10 years. Other than the residential complexes, the country’s first multi-modal transport hub will be built here, which will connect all three railway lines, the Mumbai Metro lines, and air connectivity. Bullet train station, vertiport for air taxi, fast jetty for water transport and city check-in facility for planes will be the other notable features of this project.

Prime Minister to hand over keys to 10,000 homes within a year and a half

Under the Dharavi Redevelopment Project, all eligible Dharavi residents will be provided homes within Dharavi itself. However, housing arrangements for ineligible residents will be made at various sites across MMR.

Chief Minister Devendra Fadnavis stated in the Legislative Assembly that he will try his best to have Prime Minister Narendra Modi hand over the keys of 10,000 homes to beneficiaries within the next year and a half. Through the Dharavi redevelopment initiative, approximately 1.6 lakh residential, commercial, and industrial units will be rehabilitated. The Chief Minister also mentioned that the state is targeting the construction of 1.08 lakh flats to address housing demands and aging infrastructure across Maharashtra. And apart from the Dharavi Redevelopment Project, several initiatives such as self-redevelopment, group redevelopment, cluster development are being effectively implemented through MHADA. Self development schemes are helping citizens to build homes ranging from 1,200 to 1,400 square feet instead of the standard 600 square feet.
