The start of Navi Mumbai Metro: The significant contribution of 'Infra Man' Devendra Fadnavis to its revival and expansion of this project
In modern times, urban development is epitomized by the metro network. But despite being developed as an industrial and residential hub over the last 2-3 decades, Navi Mumbai lacked a metro network of its own until November 2023. And the driving force behind this achievement was, as usual, the ‘Infra man’ of Maharashtra, CM Devendra Fadnavis. Although officially launched in 2010, the Navi Mumbai Metro project remained largely stalled in its initial stages due to issues such as land acquisition, technical clearances, and internal disputes among contractors. However, following the change of government in 2014, with Devendra Fadnavis as the new CM, the project gained significant momentum. Fadnavis took bold decisions to fast-track pending infrastructure projects across the state including the Navi Mumbai Metro project. The tenure of his first government saw his all out efforts in solving administrative, environmental, land acquisition and funding issues that held many vital projects under deadlock. During this period several pending infrastructure projects were revived across the state. The Navi Mumbai Metro network project with its huge potential became integral to his vision of transforming the satellite city into a smart city and a hub for new-age ventures. The project, a massive infrastructure undertaking, was bogged down due to multiple impediments during the previous Congress-NCP government. This caused a substantial escalation in project cost from ₹1,984 crore to over ₹3,063 crore. Devendra Fadnavis’s foundational role in fast-tracking the stalled project through several strategic policies and aggressive initiatives to address the problems ultimately drove it out of shallow water. The 11.1 km elevated Navi Mumbai Metro route 1 between CBD Belapur and Pendhar with 11 stations, has now been completed. In the subsequent phase, the network will be expanded to connect directly to the Navi Mumbai International Airport via Taloja and Kalamboli.

In the period following the inauguration of the metro project, issues such as land acquisition, funding issues, and internal disputes among contractors significantly slowed the project’s pace, necessitating repeated postponements of the deadline.

Official announcement under the Metro Rail Act
A critical legal milestone was achieved; the Ministry of Urban Development, Government of India officially notified the alignment of the Navi Mumbai Metro Rail Project (Line-1, Route No. 1: Belapur to Pendhar) to the schedule of the Metro Railways (Construction of Works) Act, 1978. This meant the project was authorized for development under the Metro Act pursuant to Section 32 of the Metro Railways (Construction of Works) Act, 1978.
Belapur to Pendhar metro route (Line-1) opened for passengers
The 11 km-long first phase of the metro line (comprising 11 stations) from Belapur to Pendhar was opened to passengers. As per the decision taken by the Mahayuti government on November 16, the service was opened to the public use the next day i.e. November 17, 2023, without waiting for a grand formal inauguration ceremony.
Approval granted for the ₹5,575 crore Navi Mumbai Metro Line 2 and 1-A project
Approval was granted to implement the Navi Mumbai Metro Line-1A (Belapur to Sagar Sangam, 3.02 km) and Navi Mumbai Metro Line-2 (Pendhar to Navi Mumbai International Airport, 14.07 km) under a total project completion budget of ₹5,575.00 crore. These two new corridors, spanning a total distance of 17.09 km and featuring 12 elevated stations (1 station for Line-1A and 11 stations for Line-2), will be implemented by the Mumbai Metro Rail Corporation Limited (MMRCL). Additionally, MMRCL was authorized to engage with the Central Government to secure its share of funding for this project. The Maharashtra Government officially designated the Navi Mumbai Metro Line 1A and Line 2 as a “Vital Urban Transport Project”, appointing CIDCO as the Special Planning Authority for this project.
Navi Mumbai Metro’s successful journey overcoming challenges
Overcoming numerous technical, financial, and administrative hurdles, the first Navi Mumbai Metro line, connecting Belapur to Pendhar (Line-1), finally became operational on November 17, 2023. The Mahayuti government set a new precedent by opening this service directly to the public without waiting for a formal inauguration ceremony. The Navi Mumbai Metro network will not be limited to just Line 1; a decision has been taken by the state government on June 22, 2026 to further expand the network. With the approval of Line 2 and Line 1-A, the metro will now directly connect to the Navi Mumbai International Airport and the Sagar Sangam area. The remarkable pace at which the Navi Mumbai Metro project has progressed following initial delays is truly impressive.
