Vadhvan Port: India’s gateway to new-age maritime trade with state-of-the-art ULCV terminals

With the foundation stone for the Vadhvan port laid by PM Modi on 30.08.24, it ushered in a major boost in India’s maritime capabilities and Mumbai’s ranking as a prime hub for trade and commerce in this part of the world. Poised to be among the top 10 ports globally and 3 times bigger than the current largest ports in the country, the Vadhvan port in Dahanu, Maharashtra, will revolutionize India’s maritime trade, making it a key player in the global shipping industry. Developed as a long-term alternative to Mumbai and JNP port, Vadhvan has a natural depth of 20 metres, which will help India catch up with the rising trend in shipping with Ultra Large Container Vessels. No wonder, the impact of this project is going to be huge, not only as a crucial milestone under the Sagarmala program of the government of India, but also for creating immense growth potential for Maharashtra and nearly 12 lakh new jobs. The Modi government has sanctioned Rs 76,200 crore for the execution of the project in two phases. With the first phase of the project expected to be ready by 2029, the Vadhvan Port is projected to be a development vehicle for the state and the country for the next 20 years.

Why Vadhvan in Palghar was chosen for the location?

As part of its ambitious Sagarmala project, the government of India selected Vadhvan on the western coast of Maharashtra to build one of its proposed deep-water mega ports. The Sagarmala project is designed to push India’s seaborne trading volume through building 6 new world class sea ports and modernizing the country’s existing ports.The objective is to reduce the logistics costs for domestic and international cargo by optimizing infrastructure investment, keeping the goal of job opportunities and economic progress through international trade in the coastal states in mind. But how did Vadhvan fit the selection criteria for such a crucial infrastructure project of the central government, costing a whopping Rs. 76200 crore? Here are some of the main reasons:

Favorable offshore depth: The depth of the sea near the coast is more than 20 meters. This will make it convenient for the ultra-large container ships to come to this port.

Strategic location: The Vadhvan port in the Arabian Sea will provide a much shorter route for trade connections with the Far East, Central Asia, Middle East, Africa, Europe,  and the Americas, thus broadening India’s global trade reach at a lowered cost

To reduce load on JNPT: Jawaharlal Nehru Port Trust (JNPT) is one of the busiest ports in India. Therefore, there is a lot of continuous traffic on this route. The development of the port expansion will help reduce traffic and freight pressure on JNPT.

Promotion of Trade and Industrial Growth: Due to the proximity to Mumbai, Thane, and Gujarat, the Vadhvan port promises to develop a conducive environment for large-scale industry, trade, and transport to notch up the economic growth in Maharashtra.

The demand for shipping with ultra-large freight containers is increasing worldwide. Today, China dominates the global container shipping industry due to its long-standing focus on infrastructure investment. 7 of the world’s 10 best ports are in China. Among these the port of Shanghai ranks first. In 2021, nearly 42 million containers were handled through Shanghai port, the largest. In comparison, India’s largest port, JNPT, handled 5.6 million containers in 2021. The Vadhvan port, with an estimated capacity of 298 million Metric Tonnes (MMT) per annum, along with other proposed mega terminals in the Sagarmala scheme, will boost India’s competitive edge. 

Some facts about the proposed Vadhvan port  

Designed to effect minimum impacts on the ecology and people, the Vadhvan port ensures that:

  1. Land acquisition will not be done for the development of the expansion port. The port will be developed by filling the government land in the intertidal zone.
  2. Villagesor mansions will not be relocated. The natives will not be rehabilitated.
  3. A separate railway line and road will be built for the port of Pagaran. Most of the land of revenue and forest department will be used for this. In some places, private land will be acquired as per requirement. Port-related traffic will not be carried on existing roads.
  4. Coastal mangroves and casuarina trees will be protected and conserved by the Extension Port Development Authority.

Port Project Plan

AECOM India Private Ltd, a subsidiary of an international company, was entrusted with the task of preparing a Techno-Economic Feasibility Report for the development of the Port at Vadhvan on 20 April 2015. The proposal of an expansion port at Vadhvan was considered to be one of the most ambitious projects in Maharashtra. The project is proposed to be set up at Vadhvan near Dahanu in Palghar district. The main objective of this project was to develop it as a major container port in India. Therefore, the company was given the task of studying the technical, economic and environmental aspects of the port, including the construction of water transport facilities for the movement of large ships.

JNPT and MMB extend agreement for port development

An MoU was signed between the Jawaharlal Nehru Port Trust (JNPT) and the Maharashtra Maritime Board (MMB) to develop a port at Vadhvan in the Palghar district. This agreement was signed on June 5, 2015, to develop the proposed port at Vadhvan and boost the local economy. In the agreement, emphasis was put on increasing the efficiency of the port through faster and easier loading and unloading of goods, creation of commercial cargo terminals, multi-purpose berths, liquid cargo terminals, Ro-Ro berths, and a Coast Guard berth. The agreement was aimed at improving trade and economic conditions in the area near the port by creating employment opportunities for the locals and industrial development in the region.

Technical Feasibility Report of Vadhvan Port

AECOM India Private Limited, a subsidiary of an international company, conducted various studies to develop the Vadhvan port. Accordingly, the Technical and Economical Feasibility Report (TEFR) of the proposed project was submitted on 7 February 2016, which contained that the geographical location of Vadhvan would be suitable for port development, and how it should be developed.

DPR of Vadhvan port submitted

The Detailed Project Report (DPR) of the project was submitted on December 1, 2018. The DPR contains an indepth view on the technical, economic, environmental and administrative aspects required for the comprehensive development of the port. The report included the cost of the project, timelines for completion, project materials, project design, and other infrastructure requirements. Based on this Detailed Project Report, the plan schedule for the development of Vadhvan Port was worked out and it got official approval. The DPR also helped raise funds for the project.

Consent of the Atomic Energy Regulatory Board (AERB)

The Consent of the AERB for the Vadhvan Port project was critical for its implementation, as the expansion of the port might take place close to Tarapur shore, within the vicinity of Tarapur Nuclear power plan. Therefore, the approval of the AERB, under the Department of Atomic Energy, was necessary before setting up a large project like this. The Department of Atomic Energy gave its approval for the DPR prepared for the Vadhvan port project in June 2019. The approval by the Department of Atomic Energy underlines the meticulous care taken by the project for the safety and environmental standards.

Government notification issued for Vadhvan port

The Ministry of Shipping, Government of India, officially demarcated the site of Vadhvan Port by issuing a notification on 19th February 2020 under the Indian Ports Act, 1908. Through the notification, the Central Government revealed its decision to set up a large and modern container port at Vadhvan in Palghar district of Maharashtra. The site for the extension port was mentioned by latitude and longitude. The Jawaharlal Nehru Port Trust (JNPT) was entrusted with the responsibility for development of the port. JNPT is one of the major port management agencies in India. After the notification was issued by the central government, efforts were made to get various permissions required for the project at the administrative level. Meanwhile, some political parties, opposed to Vadhvan port project, started agitations stirring  some locals. The government held talks with the locals and informed them about the different phases of the Vadhvan port development project, explaining various technical aspects.

Approved by the Environmental Assessment Committee

The Environment Assessment Committee (EAC) under the Ministry of Environment, Forest and Climate Change issued environmental clearances required for the Vadhvan Port project on October 7, 2020. The Environmental Impact Assessment (EIA) report, submitted by JNPA, was crucial to obtain these approvals. The report highlighted the likely impact of the project on various marine and terrestrial ecosystems, local flora and fauna. On this, the Union Ministry urged appropriate measures to deal with the air, noise, and water pollutions, caused by the project. It also laid down certain conditions to ensure that the wildlife was not affected.

Central Ministry issues directive to Dahanu Environment Authority

The Union Ministry of Environment, Forest and Climate Change (MoEFCC) informed the Dahanu Tehsil Environment Protection Authority (DTEPA) that permission might be granted to develop a port at Vadhvan. The Dahanu Taluka Environment Protection Authority was set up specifically to ensure that the local biodiversity in Dahanu did not get disturbed. Dahanu is an eco-sensitive zone (ESZ). Therefore, the Union Ministry on May 26, 2022 directed that the permission of Dahanu Taluka Environment Protection Authority was required for this project and it should be granted.

Investment proposal readied for the project

M / s Royal Hasking DHV was given the task of preparing a Detailed Investment Proposal to invite investments into the project. Royal Haskening DHV is a global consulting company with considerable expertise in infrastructure projects. The company submitted a detailed investment proposal for the Vadhvan Port project, elaborating the environmental impact, potential economic benefits, and other technicalities from the geographical features of the location. The proposal also contained the details of infrastructure requirement including waterways, multimodal terminals, warehouses, and so on, before specifying the investment required to set up the port and the return on investment. The proposal was approved by the Cabinet with suggestions for some changes in the DPR, such as measures to reduce the impact on local fishermen and residents, use of new solutions or state-of-the-art technology to avoid environmental degradation.

Ministry of Mines approves expansion project

The Ministry of Mines of India granted permission for mining and sand mining in the Vadhvan port site as a part of its development process. Under the Marine Mines and Minerals (Development and Regulation) Act, 2002, the Ministry of Mines, vide its Gazette Notification dated 21st December, 2023, permitted mining and quarrying of mineral resources with certain restrictions in the extension area.

Coastal Regulation Zone to be expanded

The Vadhvan Port project, located at Vadhvan in Palghar district of Maharashtra, is a Major Port project being implemented by JNPA and MMB. To allow setting up of required infrastructure facilities for the transportation of cargo, the Union Ministry of Environment, Forest and Climate Change (MoEFCC) approved the necessary CRZ clearances for Vadhvan Port on February 16, 2024.

Cabinet approves expansion of Port

The Union Cabinet in its meeting held on 19th June, 2024 approved the proposal for construction of the Vadhvan port in Palghar district. The central government sanctioned Rs 76,220 crore towards the land acquisition and construction of this port. The all wether Greenfield deep draft major port was decided to be built through PPP, by Vadhvan Port Project Ltd.(VPPL), an SPV formed by Jawaharlal Nehru Port Authority (JNPA) and Maharashtra Maritime Board (MMB) with a shareholding of 74% and 26%, respectively.

The Prime Minister, Shri Narendra Modi, laid the foundation stone of the Vadhvan Port project in Palghar district on August 30, 2024. The ambitious deep sea port project received sanction of Rs. 76200 from the central government. Agreement between the Maharashtra Skill Development Department and VPPL

In the presence of Chief Minister Devendra Fadnavis, two MoUs were signed between the Skill Development Department of Maharashtra Government and Vadhvan Port Private Limited (VPPL). In the first agreement it has been decided that the Vadhvan Port Private Limited (VPPL) will start the Vadhvan Port Skilling Program of training the local youth on the essential skillsets to make them employable in the port. Under this programme, training facilities will be developed in Government ITI institutes in Palghar district. Along with that, state-of-the-art workshops will be developed in ITI institutes to cater to the future requirements in the Vadhvan Port. Also, new courses on porting will be started in the ITIs. And the second agreement says that the students of all government ITIs in Palghar district will be given training on Artificial Intelligence by the Confederation of Indian Industry (CII). Meanwhile, certificates were distributed by the Chief Minister to the students who successfully completed the Custom Documentation Course under Vadhvan Port Skill Development Initiative.

Vadhvan Bandar ‘Freight Corridor’ will connect Samruddhi Mahamarg

A decision to construct a freight corridor or rapid communication speed highway, connecting the Vadhvan Bandar and Hindu Hriday Samrat Balasaheb Thackeray Maharashtra Samruddhi Highway at Bharveer in Chandvad taluk of Nashik district, has been taken in a state cabinet meeting on August 5, 2025. For this freight corridor, which will be 104.89 km long, the state government has approved an expenditure of Rs 2,528.90 crore. This project due to which the government will take a loan worth Rs 1500 crore from HUDCO, will be completed in 3 years. Named as Sadar Freight Corridor, this expressway will run through Dahanu, Vikramgad, Jawhar and Mokhada in Palghar district and Trimbakeshwar and Igatpuri or Talukyatun in Nashik district. While currently it takes 4 to 5 hours to reach from Vadhvan Bandar to Bharveer, with the new freight corridor the same distance can be reached within 1 to 1.5 hours. On one hand this corridor will be crucial for the growth of maritime trade through the Vadhvan port, on the other hand this’ll add to the advantages of the local industries, educational institutes, IT companies, etc. in Palghar and Nashik to result in a growth in employment and local economy.

Government to Provide Funds for Vadhvan Port in Different Phases

The Vadhvan port project in Palghar district, is being developed as one of the country’s largest ports. The state government will provide its share of funding for this project in phases. Keeping in mind the challenges and needs of the local fishermen, a project to build a modern fishing port in Satpati has been initiated. This project will provide safe berthing for boats, protection from storms, and other modern facilities, which will greatly help the fishermen here. The Vadhvan Port project will generate more than 1.2 million direct jobs. To make the most of this opportunity, the Vadhvan Port Skill Development Program will be implemented to provide employment to local youth from approximately 44 villages near Vadhvan.
