State cabinet approves ₹50,000 crore fund raising for Mumbai development projects!

Mumbai is one of the most vibrant cities in the world and a popular destination for investors, sitting at the heart of India’s growth story. So it is important for the city to upgrade with modern facilities from time to time. On September 3, 2025, the Devendra Fadnavis government decided in a cabinet meeting to accelerate the large-scale infrastructure development program planned for the MMR with over ₹50,000 crore worth projects to implement smart and sustainable infrastructure, public transport, and other amenities. While the immediate focus areas of this drive include expansions of Mumbai Metro and Mumbai railway lines, modernization of the local railway network, a new railway corridor, and a new complex for the Mumbai High Court, other projects that will follow are the Thane Ring Metro and the elevated road connecting the Thane city to the Navi Mumbai International Airport to further enhance the transportation system in and around Mumbai.

Mumbai Development Projects – Construction of New Railway Lines in Greater Mumbai

The third phase of the Mumbai Urban Transport Project (MUTP-3B Railway Project), with an allocation of approximately ₹15,000 crore, will construct over 136 km of new railway lines on new railway routes such as Badlapur-Karjat, Asangaon-Kasara, and Panvel-Vasai. These new railway routes will not only provide a fillip to communication but will also rack up development in vast areas beyond the boundaries of the Mumbai Metropolitan Region, surrounding Thane, Kalyan-Dombivli, Panvel, and Vasai-Virar.

Additionally, the Maharashtra State Cabinet has decided to purchase 238 AC local trains to improve the safety and comfort in local train services, which is an essential part of daily commuting for Mumbaikars. This project will involve an investment of approximately ₹4826 crore, with the cost being shared equally between the central and state governments. This will create a high standard of suburban train travel in Mumbai.

Mumbai Metro Project – Wadala to Gateway of India Metro Project Approved

This meeting was also significant from the perspective of the metro project. The cabinet has approved the commencement of work on Metro Line 11 on the Wadala to Gateway of India route. Metro 11 will be an extension of Metro Line 4. Metro 4 runs on the Wadala – Thane – Kasarvadavali route. A ​​provision of ₹23,487.51 crore has been made for this 17.51 ​​km long underground metro project from Anik Depot, Wadala to Gateway of India. 13 out of the 14 stations on this route will be underground. This project was earlier approved by the Cabinet Sub-Committee on Infrastructure on August 19, 2025. This time the project received the approval of the Maharashtra State Cabinet. Once complete this route will ease traffic in Central and South Mumbai and reduce carbon emission from the traffic. The state government will request ₹3,137.74 crore in equity and ₹916.74 crore in interest-free secondary loans from the central government for this project.

Another important feature in this major infrastructure push is the construction of the Mumbai High Court new complex. A provision of ₹3,750 crore has been made for this modern complex, which will be built on approximately 30 acres of land in Bandra East. This project is crucial to reduce delays and stress in the judicial system. It will include modern facilities such as judges’ chambers, a library, an auditorium, residences, and ample parking.

Government focuses on major areas of Greater Mumbai

The cities of Greater Mumbai, Thane, and Navi Mumbai will also benefit from these development schemes. The state cabinet also took decisions on the elevated road to be built between Thane and Navi Mumbai International Airport and the Thane Ring Metro project. The elevated road from Thane to Navi Mumbai will be constructed by CIDCO; the Devendra Fadnavis government has approved an expenditure of Rs 6,363 crore for this. This elevated road will be built on a public-private partnership basis. Additionally, the state government has decided to stand as the guarantor for the loan to be taken for the Thane Ring Metro project. The state government has already approved the Thane Ring Metro project. The state cabinet has approved the responsibility for taking the loan for this project and entering into the necessary agreements.

Mumbai’s development is not meant for the city of Mumbai alone. It has extended to the suburbs of Mumbai, Navi Mumbai, Thane, Kalyan-Dombivli, Panvel, and Vasai-Virar through the Mumbai Metropolitan Region Development Authority. This development is not just limited to cement and steel. It is about proper planning, the use of modern technology, and development that brings positive changes to the life of the common man. The Devendra Fadnavis government of Maharashtra has taken concrete steps towards making Mumbai among the top international cities and bringing significant changes to the daily lives of Mumbaikars.
