Maharashtra becomes the first Indian state to sign an agreement with the Starlink Satellite Communications

Low Earth Orbit (LEO) Satellite Internet is currently the strongest medium for Internet access and has some major advantages, which can accelerate the speed of development in developing countries. No wonder that the visionary CM of Maharashtra, who is known for adopting innovative solutions to overcome many developmental roadblocks, readily recognized LEO Satellite Internet as a critical tool to drive last mile developments across the state. Recently the Maharashtra government signed an MoU under the Chief Minister’s chairmanship, with the Starlink Satellite Communications Private Limited, the Indian subsidiary of US based SpaceX that operates Starlink, the most prominent name in the LEO Satellite Internet. With this agreement (the Maharashtra-Starlink agreement) Maharashtra became the first Indian state to use Starlink’s satellite based Internet services across government institutions and rural areas.

Chief Minister Devendra Fadnavis has consistently emphasized policies that combine industry, Artificial Intelligence (AI) and inclusive development for Maharashtra’s all-round progress. As part of this, by partnering with Starlink on satellite internet, he has set a technology-based direction for the state’s development for the next 15 to 20 years.
CM has frequently articulated his goal of transforming Maharashtra into a trillion-dollar economy and has made it clear that leveraging cutting-edge technology is essential to achieving this objective. Meanwhile, in September, Lauren Dreyer, Vice President of Starlink, had met Chief Minister Devendra Fadnavis in this regard.

When will Starlink service launch in India?

Starlink is a satellite internet service company developed by Elon Musk’s SpaceX. Starlink works to deliver high-speed internet to remote areas across the world. Starlink services are expected to become available in India starting in 2026. The central government has granted preliminary approval for the company to offer these services in the country. SpaceX will establish its headquarters in Bengaluru, with additional stations in Mumbai, Chennai, and Noida. The company plans to expand its operations to other cities in the country soon.

Connectivity to reach the state’s remote areas

This partnership with Starlink will strengthen the digital infrastructure in the rural, tribal, and remote regions of Maharashtra with high-speed and uninterrupted Internet connectivity. As a result, the rural-urban divide will be removed with greater inclusivity in education, healthcare, and administrative services. The residents of ‘aspirational districts’ like Gadchiroli, Nandurbar, Dharashiv, and Washim will have increased opportunities to prosper without having to move to big cities. Apart from this, Internet services will also be extended to critical infrastructure, including the Samruddhi Highway, coastal areas, ports, ferry services, and police networks. Furthermore, the initiative aims to establish ‘smart connectivity’ to support education and telemedicine. A joint working group (JWG) has been constituted to implement this agreement. This group will operate in phases, with reviews scheduled at 30, 60, and 90-day intervals. The Chief Minister will personally review the project every three months to ensure proper and in-time implementation.

With Starlink’s satellite service, Maharashtra will now be able to digitally connect every corner of the state; consequently, every village, school, and health center will gain internet connectivity, regardless of how remote its location may be. This move marks the state’s entry into a new era of digital empowerment, where GIS, Big Data, and AI will be effectively utilized to enhance planning and administrative efficiency. With this initiative, Maharashtra is poised to lead the nation in providing satellite-based digital infrastructure and establish itself globally as a model ‘Digital State.’

The Devendra Fadnavis-led government carefully evaluates the future utility, global competitiveness, and economic impact of every new technology it adopts. The government believes that this initiative will empower every citizen, village, school, and health center in the state to drive a holistic transformation. CM Fadnavis described this agreement as a bridge to overcome the last digital divide connecting every village, school and health even at the remotest place.
