In recent years, Maharashtra has carved out a distinct identity for itself in the realms of development and innovation under the dynamic leadership of Devendra Fadnavis, who is known for his visions and resolve for implementing them. At the core of all his endeavours, lie the idea of holistic development and the use of new innovations and technology for the desired results. Maharashtra has seen numerous forward-looking decisions and initiatives by the Devendra Fadnavis led governments, some of which are pioneering in India. These include the country’s first AI-powered Anganwadi, India’s first smart and intelligent village, the first solar-powered village, India’s first ‘book village’, introduction of digital charge-sheets, a forensic science university, mobile forensic vans to name a few. Many of these initiatives are being replicated in other states, thus proving the leadership of Maharashtra. This hunger for progress to scale new heights is what has made Devendra Fadnavis an outstanding Chief Minister in the history of Maharashtra. Visionary initiatives are experiments, only proper implementations make them successful. It takes courage, astuteness, and political will to make such decisions; Devendra Fadnavis has all three qualities in plenty.
The Country’s First ‘AI’ Anganwadi
The country’s first ‘AI’ Anganwadi has been launched at Waddhamna in Nagpur district. This initiative goes beyond academics; it serves as an excellent example of how technology can be leveraged for the holistic development of children. At this Anganwadi, children are taught poetry, painting, and dance using Artificial Intelligence. Additionally, they receive training based on real-life experiences through Virtual Reality to foster logical and intellectual growth. Records are maintained regarding the instruction provided to each student and the resulting developmental changes. Chief Minister Devendra Fadnavis inaugurated this AI Anganwadi on July 27, 2025.
‘Satanwari’ – India’s First Smart and Intelligent Village!
A pilot project has been implemented in the village of Satanwari, near Nagpur, making it India’s first smart and intelligent village. This initiative sets the stage for transformation of rural India through village development, digital amenities, and the integration of technology. Through the ‘Smart Village’ initiative, several village functions have been adapted into modern technology for greater efficiency and ease besides introducing new processes. Emphasis is placed on boosting production capacity through sensor-based irrigation and the precise application of fertilizers and pesticides. Learning to use these technology-driven methods will pave the way for higher net income for farmers. Sensors have been installed to monitor water quality, ensuring the villagers have access to clean water. Solar energy has been utilized to reduce electricity costs. In village schools, ‘smart education kits’ have been implemented to introduce students to modern educational methods followed in many advanced schools in the country and abroad. Also notable is the introduction of technology-driven health and first-aid initiatives including telemedicine portal, health ATM and kiosk, and more.
Solar village in Satara
Manyachi Wadi, located in the Patan taluka of Satara district, has become Maharashtra’s first solar village. The village has sent a message to the state regarding the use of eco-friendly energy and sustainable development. The solar village project was successfully implemented in Manyachi Wadi thanks to the state government’s ‘Majhi Vasundhara’ initiative, the central government’s ‘Pradhan Mantri Surya Ghar Yojana’, and the cooperation of the villagers. Each household here has a 1-kilowatt solar setup; the Gram Panchayat office, school, and Anganwadi have 5-kilowatt systems; and the wells are powered by 4-kilowatt systems.
The Book Village and The Honey Village
Bhilar, located in Mahabaleshwar taluka, was previously famous for its strawberries and cool climate; it is now known as the state’s first ‘Village of Books’. Twenty-five houses here have been transformed into libraries and are designed artistically. These home libraries house over 20,000 books across 18 different genres for readers, thereby fostering a reading culture. Devendra Fadnavis inaugurated the ‘Book Village’ in May 2017. Meanwhile, Satara’s Manghar village has gained fame as the country’s first ‘Honey Village’. Located in Mahabaleshwar taluka, 80 percent of the village’s population is engaged in beekeeping.
Digitalization of the Police Functions
In a significant move to use technology for better governance, the Devendra Fadnavis government had initiated digitalization of police functions in Maharashtra during its first term. The state’s first digital charge sheet was produced in court in 2018 by the Yashodharanagar Police station in Nagpur. In a murder case involving suspected theft, the entire proceedings, including the FIR, scene Panchnama (crime scene record), the accused’s confession, seizure Panchnama, and witness statements were video-recorded, and a digital charge sheet was submitted to the court. In another important development, Maharashtra became the first state in the country to launch ‘Mobile Forensic Vans‘ for collecting crime evidence in January 2025. In March 2017, the state took the lead in combating cybercrime by establishing 47 cyber labs; a security project worth ₹837 crore was formulated for this purpose. During this period, 329 video conferencing systems were set up across 51 police stations and courts for investigation purposes. Furthermore, a single emergency number,112, was designated for calling police from across the state. To reduce crime rate in Mumbai, 4,417 cameras were installed at 1,510 locations across the city during this period.
World’s first and only Forensic Science University in Maharashtra
Maharashtra has also taken a pioneering step in the field of forensic science. Because in May 2025, the foundation of the world’s first and only Forensic Science University was laid here. National Forensic Science University will be built on 50 acres of land in Chincholi village of Kamathi taluka of Nagpur. National Forensic Science University is the world’s first and only Forensic Science University. This new campus will create a pool of ‘skilled forensic experts’ in the country and significantly improve the detection of crimes and conviction rates.
The first state in the country to do soil mapping
For the development of farming, it is important to have vital information about the soil. Maharashtra has become the first state in the country to use the scientifically tested soil data for better farming. The central Department of Agriculture and Farmers Welfare alongside ICAR and NBSS&LUP has mapped soil and fertility zones extensively across Maharashtra using advanced geospatial and spectral technologies. Soil mapping studies soil parameters like type, texture, color, chemical and physical properties, soil fertility, water holding capacity, etc. in a zone to help farmers understand which soil is right for which crop. It also helps in managing fertilizer and water for the crop.
International University Campus
Based on CM Fadnavis’s initiatives, some renowned foreign universities have opened campuses in Mumbai. The list includes York University, the University of Aberdeen, the University of Western Australia, the Illinois Institute of Technology, and the Istituto Europeo di Design (IED). The University Grants Commission (UGC) has granted approval for these universities to open their overseas centers in Navi Mumbai. This will bring big opportunities for the students from Maharashtra and rest of India to enroll in various programs under these universities without having to travel abroad. While the initiative is bringing a good amount of investment into the state, Mumbai is slowly establishing its new identity as a global education center.
The initiatives implemented under Devendra Fadnavis’s leadership not only address immediate needs but also serve as a blueprint for the future. With pioneering projects like AI-enabled Anganwadis, Solar Village, smart village, forensic science university, and digital charge-sheets, Maharashtra is emerging as a leading innovation hub in India.
