Drawing inspiration from Prime Minister Narendra Modi’s vision, Chief Minister Devendra Fadnavis has taken decisive steps to strengthen the blue economy in the state. These include a push for sustainable growth of marine fishery output by strengthening the state’s fishery sector with financial and structural support. From the traditional fishing activities in the state, which has so far been limited to near shores, the focus is now on deep-sea fishing and export. Deep-sea fishing can become a vital green-field sector in the economy by providing high-value seafood exports, generating thousands of jobs, and driving industrial development in coastal communities. With the help of the central schemes, the Fadnavis government has adopted a clear strategy to boost this sector, such as empowering coastal fishermen, facilitating cooperative-led deep-sea fishing initiatives to ensure the financial aid for the vessels and other equipment, and setting up the necessary infrastructure along the coasts for processing and export. Recently, in the presence of Union Home and Cooperation Minister Amit Shah, two deep-sea fishing boats were distributed in Mumbai under the ‘Pradhan Mantri Matsya Sampada Yojana’. These boats were allocated to fishing societies through the National Cooperative Development Corporation (NCDC); Maharashtra will receive 12 more such boats in the near future. Fishermen societies can take loans from the cooperative to procure these boats and other equipment. This initiative has brought a lot of excitement to the state’s fishing community. For the first time in Maharashtra, an initiative has been launched to promote ocean fishing excursions by creating fishing cooperatives. This is a major step towards modernising the state’s fisheries sector and strengthening the cooperative movement along its coastline.
When it comes to the marine infrastructure development in the state, the Government of Maharashtra is actively transforming its coastline into an economics logistics and export zone, making effective use of central government schemes such as ‘Pradhan Mantri Matsya Sampada Yojana’, ‘Sagarmala Project’ and ‘Neel Kranti’. Modern fishing ports, cold storage chains, fish processing units and export centers have been established in the coastal areas as modern fishing infrastructure. The availability of the right infrastructure and the right type of vessels along with safety and fishing equipment has opened the door for the fishermen to go for high-value offshore catches like tuna, albacore, skipjack, billfish etc. and multiply their income. Through this move, Maharashtra’s fishery business is likely to increase by more than 45 percent and the state can become a leading fish exporting state in the country.
India Maritime Week
Meanwhile, the India Maritime Week 2025 has started on October 27 and will continue until 31, 2025, at the Bombay Exhibition Centre (NESCO) at Goregaon, Mumbai. Maharashtra, utilizing this opportunity to realize its goal for the blue economy, has signed15 MoUs worth Rs 55,969 crore. in the presence of Chief Minister Devendra Fadnavis. Over 100,000 delegates from more than 85 countries are expected to participate, along with maritime industry experts and international organizations. Foreign ministers from 11 countries, ministers from various states, and Lieutenant Governors of Union Territories will be present. The 15 agreements signed, are aimed at upgrading Maharashtra’s fishing ports and developing other marine infrastructure. The major ones include an MoU worth ₹42,500 crore with Adani Ports for the development of Dighi Port, a ₹3,709 crore MoU with JSW for the development of Jaigad and Dharamtar ports, a ₹5,000 crore agreement with the Chowgule company in the shipbuilding sector, ₹1,000 crore with Synergy Shipbuilders for ship repair, and a ₹2,000 crore MoU with Goa Shipyard for the ship recycling sector.
The ‘Blue Economy’ initiative by Devendra Fadnavis is a game-changing framework for fishing communities, which will generate multiple new growth segments in the state. On one hand, it will unlock the immense possibilities from rich marine produce of the high seas and stimulate the economic growth of the fisherman communities, on the other hand, there will be an ecosystem of manufacturing the vessels and gears required for the deep sea excursions. Moreover, as the state government’s comprehensive plan also features all-round development of marine biodiversity, marine tourism, and port development, they will further add to the state’s GDP. Maharashtra’s maritime economy is set to reach new heights in the future.
