Maharashtra Budget 2026-27: Journey Begins Towards a Developed Maharashtra-2047

The state budgets presented by Devendra Fadnavis are always forward looking. The same can be said about the budget for 2026-27 as well, which has all elements to build the foundation for a developed Maharashtra by 2047. With focus on advanced technology, world-class infrastructure, and transformation of the agricultural sector, this budget presents a grand vision to achieve a $5 trillion economy for the state by 2047. In this article, we will review the key aspects of Maharashtra budget 2026-27 that are aimed to bring a truly inclusive development in the state, prospering even the most marginal sections.

The state’s agricultural GDP will reach $500 billion!

This budget has been prepared with the larger goal of taking Maharashtra’s economy to $5 trillion by 2047. To achieve this goal, the government has emphasized progressiveness, sustainability, inclusiveness, and good governance through this budget. Currently, the state’s GDP in the agriculture and rural development sector is $55 billion. The target is to increase this to $500 billion. Emphasis has been placed on the use of modern technology for farmers. Initiatives like Mahavistaar-AI and Vasudha (voice service) are providing farmers with accurate and real-time advice on crop, weather, pests, soil health, and market prices. A new scheme, the ‘Maharashtra Natural Farming Mission,’ is being launched to promote natural farming. Under this scheme, there is a plan to bring 5 lakh hectares of land under natural farming in different parts of the state. Additionally, schemes like the ‘Mukyamantri Gramin Pashudhan Udyojak Yojna’ (CM Rural Livestock Industry Scheme) and the ‘Chief Minister Matsya Sampada Scheme’ have further strengthened the rural economy by giving equal importance to animal husbandry and fisheries.

Meanwhile, the central government has prioritized Maharashtra’s infrastructure projects, and provided substantial financial support for it through the Union Budget 2026-27, presented on February 1, 2026. The Mumbai-Pune and Pune-Hyderabad high-speed rail projects proposed in the union budget, will significantly increase the state’s GDP. On the other hand, the state government in its budget, has prioritized major schemes aimed at the development of various districts within the state.

Planning for the Third and Fourth Mumbai Projects

To boost the Mumbai Metropolitan Region (MMR) economy to $300 billion, major initiatives have been proposed in this budget towards developing a Third Mumbai (Mumbai 3.0) next to Navi-Mumbai and a Fourth Mumbai near the Vadhvan Port in Palghar. Efforts will be made to balance regional development by implementing ‘Growth Hub’ projects in Nagpur, Pune, Nashik, and Chhatrapati Sambhajinagar. Additionally, to further improve the transportation system, a target has been set to develop a 1,200 km metro network and 6,000 km expressways. This includes the Shakti Peetha Highway, the Pune Ring Road, and several underground and elevated road projects.

The State to become a High-Tech and Game Development Hub

A new Industry, Investment, and Services Policy-2025 has been announced to transform Maharashtra into a global manufacturing hub in the industrial sector. It aims to create 5 million direct jobs. Substantial investment is being attracted to develop Gadchiroli as a steel hub. The Global Competence Center (GCC) Policy for the services sector and the AVGC-XR Policy to establish the state as a global hub for Animation, Visual Effects, Gaming, Comics, and Extended Reality have been proposed. To promote tourism, significant funding has been allocated for the modernization of 50 selected tourist destinations and projects like the Sant Gadgebaba Teerth Circuit. In the energy sector, schemes have been proposed with a target to achieve 75% clean energy for self-reliance. This includes the Mukhyamantri Saur Krishi Vahini Yojana-2.0 to provide solar energy for farming.

Ajitdada Pawar Memorial and Civil Service Award

State leader Ajitdada Pawar served as the state’s Deputy Chief Minister for many years and also as the Finance Minister, presenting the state budget 11 times. His wise handling of the finance ensured Maharashtra’s economic stability during difficult times. Popularly known as “Kamaji,” his political and administrative decisions were critical for the state’s progress, and continues to inspire the people today. To pay homage to him, building a magnificent memorial has been proposed in the budget. Chief Minister Devendra Fadnavis also dedicated this budget to Ajitdada by announcing the “Gatiman Civil Service Award” in his name.

2026-27 Year of Social Equality and Harmony

Commemorating the three great sons of Maharashtra Mahatma Jyotiba Phule, Sant Gadgebaba Maharaj, and Bharat Ratna Dr. Babasaheb Ambedkar, the year 2026-27 will be celebrated as the Year of Social Equality and Harmony in the context of social justice. The year 2026-27 marks the 200th birth anniversary of the great social reformer Mahatma Jyotiba Phule and the 150th birth anniversary of Sant Gadgebaba Maharaj. This is also the centenary year of Bharat Ratna Dr. Babasaheb Ambedkar’s Chavdar Lake Satyagraha in Mahad. So, to honour their legacies, the provisions for special funds have been announced in this year’s budget to build memorials and various social projects in their names.
