A Historic Decision by the Devendra Fadnavis Government: 5187 Compassionate Appointment Among the Total 10,309 Jobs Approved on a Single Day

Chief Minister Devendra Fadnavis has recently carried out a mega government recruitment drive by approving appointments for 10309 candidates on October 4, 2025. It was a historic administrative milestone for the state, marking the induction of over 10000 individuals into government service on a single day for the first time. Appointment letters were ceremonially distributed to 5,122 clerks selected through the Maharashtra MPSC recruitment and to 5,187 candidates appointed on compassionate grounds in the presence of Chief Minister Devendra Fadnavis. Candidates who couldn’t attend will collect their appointment letters from the Guardian Ministers in their respective districts.

Chief Minister Devendra Fadnavis’s government has implemented a reform in the process of compassionate employment, which had become convoluted and marred by prolonged bureaucratic delays. He took measures to change the scheme from a rigid, rule-based system to a more family-friendly, transparent, and expedited scheme. A compassionate appointment shouldn’t be seen as a mere favor, but rather as the state’s welfare obligation to rescue the bereaved family of a deceased state government employee from sudden financial destitution. However, mired in complex rules and administrative apathy, applications only piled up through many years without translating into jobs. To improve this situation, Chief Minister Devendra Fadnavis went about overhauling the legacy process, eliminating the unnecessary red tape to clear a massive backlog; a heartfelt attempt to deliver justice to the state government employees and their families.

Under the previous compassionate appointment policy, the process was complicated because it required compliance with various rules, by-laws, circulars, and over 45 separate government resolutions. Consequently, many eligible families were compelled to wait for years to secure an appointment. As a result, several court cases would occur, placing an additional burden on the administrative system. To avoid these hassles with a fair, transparent, and speedy process, the Devendra Fadnavis government issued a single, comprehensive, precise, and lucid government resolution regarding compassionate appointments on July 17, 2025. Through this resolution, the State Government announced a significantly revised policy for compassionate appointments. The previous compassionate appointment scheme came into being way back in 1976. By introducing major amendments to the old scheme and resolving previous technical complexities, the Fadnavis Government practically formulated a new policy. This new framework renders the compassionate appointment process more transparent, effective, faster, and humanitarian.

Compassionate Appointment Scheme

The Compassionate Appointment Scheme has existed in Maharashtra since 1976. This scheme provides financial relief to the family members (spouse, son, or daughter) of a government employee who passes away while in service. The scheme is applicable to the families of all state government officers and employees belonging to Groups A through D. The benefit from the scheme is subject to certain conditions including the availability of vacant posts and the educational qualifications of the applicant.

A Decision Reflecting a Perspective Rooted in Humanity and Justice

The Chief Minister issued directives to the General Administration Department to overhaul this policy and conducted continuous reviews of its progress. A significant component of the reforms introduced to the compassionate appointment policy is that the entire appointment procedure must be completed within 150 days. As a result, the appointment letters were issued to 5,187 candidates on compassionate grounds in a single day. Never before had the State Government carried out compassionate appointments on such a massive scale. These appointments underscore the Fadnavis Government’s honest and sincere efforts to help the families concerned. A particularly noteworthy story is that of Anushka Prakash More, the daughter of Police Sub-Inspector Prakash Pandurang More, who was martyred during the 26/11 terrorist attacks on Mumbai, finally received justice after 17 years. Given that Anushka held a B.Pharm degree, existing regulations made it difficult for her to secure a Group B post as a ‘Pharmacist’ on compassionate grounds, as this position fell under the purview of the Maharashtra Public Service Commission (MPSC) recruitment framework. However, following consultations with the MPSC, the rules governing this specific case were relaxed, and she finally got her desired job of a pharmacist, in accordance with her educational qualifications. This decision serves as a testament to the humane and principled approach of the Devendra Fadnavis administration.

Reforms in Regular Service Entry Rules as Well

Alongside the Compassionate Appointment Policy, Chief Minister Devendra Fadnavis has also initiated changes to the Maharashtra government’s service entry rules. The regulations governing several departments were 50 years old. In this era of technology, the procedures of administration need to be modernized for higher efficiency; however, the existing rules lacked the necessary technology upgrades required for modernization. Consequently, the recruitment process was facing increasing bottlenecks. With this in mind, the process of rewriting the service entry rules has been undertaken. Now, recruitment for the clerical cadre will also be conducted through the Maharashtra Public Service Commission (MPSC). The state government is putting a strong emphasis on transparency and quality in its recruitment process. Recently, under the State Employment Fair program, appointment letters were issued to 5,122 candidates in the Clerk-Typist category.

Chief Minister Devendra Fadnavis views appointments made on compassionate grounds as a social commitment of the government, rather than merely an administrative procedure or obligation. This policy has been adopted with the understanding that compassionate appointments serve as the foundation for safe and happy lives in the families within the state government fraternity. Consequently, 80 percent of the cases regarding compassionate appointments in Maharashtra have already been resolved. Work is progressing rapidly on the remaining cases. Thanks to these reforms, the process of securing a job on compassionate grounds has become reliable, swift, transparent, and continuous. This policy serves as a testament to the Maharashtra government’s sensitive, dynamic, and people-centric administration. There is no doubt that these changes, introduced under the leadership of Devendra Fadnavis, will garner attention and recognition at the national level as well.
