Devendra Fadnavis Government Decides to Accelerate Nagpur’s Development During State Cabinet Meeting!

With a comprehensive and forward-looking development plan for Nagpur, the State Government has approved two major projects – the Outer Nagpur Ring Road and the International Business and Finance Centre. Under the leadership of Chief Minister Devendra Fadnavis, these two strategic projects will help to transform Nagpur into one of the country’s premier industrial and transport hubs, as well as a vital trade center, which will drive the socio-economic development of the region by creating a large number of business and job opportunities.

Third Ring Road with Four Bus and Truck Terminals for Nagpur

During a State Cabinet meeting held on September 3, 2025, chaired by Chief Minister Devendra Fadnavis, a proposal was approved to construct an outer ring road around the city of Nagpur, spanning approximately 148 kilometers in length and 120 meters in width, including four truck and bus terminals at different locations along its length. This will be the third ring road in Nagpur. As Nagpur is situated at the center of the country, several National Highways pass through or near the city, including the Amravati National Highway, Nagpur-Mumbai Samruddhi Highway, Hyderabad National Highway, Umred National Highway, Bhandara National Highway, Jabalpur National Highway, Bhopal National Highway, and Katol National Highway. The resulting traffic places immense pressure on the city’s internal traffic flow. This newly proposed outer ring road will enable the diversion of heavy vehicles arriving via the highways – instead of coming into the city, they will take the outer ring road to continue with their destination. Consequently, there will be a significant decrease in traffic congestion, pollution, and accidents within Nagpur city. The estimated cost of this outer ring road project (Nagpur Ring Road) is approximately ₹13,748 crore. To fund this endeavor, the State Government will provide financial assistance of ₹8,948 crore to the Nagpur Metropolitan Region Development Authority. The remaining ₹4,800 crore will be secured through a loan from HUDCO. The Nagpur Metropolitan Region Development Authority (NMRDA) will serve as the implementing agency for this project. Furthermore, to ensure the fast execution of the project, a Steering Committee will be constituted under the chairmanship of the Additional Chief Secretary/Principal Secretary of the Urban Development Department (Navee-1 Branch), comprising administrative officers from various government departments as its members.

Orange City Nagpur to Emerge as a Smart Corporate City under the ‘New Nagpur’ Initiative.

Another major proposal was approved in the same state cabinet meeting to establish an International Trade Center in Nagpur across an area of ​​approximately 692 hectares in the Godhani and Ladgaon regions of Hingna Taluka, under the ‘New Nagpur’ initiative. To meet the project cost of Rs 6500 crore, a loan will be secured from HUDCO, in which the state government will stand as the guarantor. Of the total ₹6,500 crore, ₹3,000 crore will be allocated for land acquisition, while the remaining ₹3,500 crore will be utilized for construction purposes. It is also to be mentioned here that a Comprehensive Mobility Plan (CMP) initiative for Nagpur has been launched by the CM Devendra Fadnavis. This project, a part of the Smart Cities Mission, focuses on sustainability and AI integration for better traffic management and reduction in emissions.

Together with the International Trade Center, Nagpur will be equipped with the modern and world-class infrastructure facilities essential for knowledge-based industries, startups, corporate offices, and commercial business centers. Features such as integrated planning, ‘plug-and-play’ facilities, smart utility solutions, and a single-window clearance system will make it easier to attract industries to the region. This project is poised to transform Nagpur into an international corporate hub in the future and is expected to generate approximately 500,000 employment opportunities. The National Buildings Construction Corporation (NBCC) has been appointed as the Project Management Consultant for this initiative.

Two Key Agreements for the Development of ‘New Nagpur’

Meanwhile, on September 8, in the presence of Chief Minister Devendra Fadnavis, two crucial Memorandums of Understanding (MoUs) were signed between the Nagpur Metropolitan Region Development Authority (NMRDA) and two Central Government Public Sector Undertakings: NBCC India Limited and HUDCO. According to the agreement signed between the NMRDA and NBCC, 1,000 acres out of the 1,710 acres of land allocated for the ‘New Nagpur’ project will be utilized for the development of the ‘Nagpur Financial Centre.’ The remaining 710 acres will be reserved for future expansion. This project is slated to be completed over the next 15 years, in three distinct phases. As per the agreement signed with HUDCO, the corporation will provide funding of ₹11,300 crore for this project.

The approvals for these two projects were crucial decisions towards establishing Nagpur as one of the country’s key hubs for trade, transport, and finance. Together with the ‘Smart Mobility Model,’ which is already in place with an estimated cost of ₹25,567 crore to modernize urban transport in the city, these visionary initiatives of the Devendra Fadnavis government will provide a clear direction for transforming Nagpur into a smart city and an international business center.
