Devendra Fadnavis’ rise in Maharashtra politics is not meteoric but gradual, going from strength to strength, building solid bases through strong grassroots support and sincere efforts to solve people’s problems, trouncing opponents with killer strategies, and navigating hardships with charismatic leadership. Neither hailed from a political dynasty nor had a godfather; Fadnavis toiled his way up step by step, learning all by himself using common sense and courage. Unlike other politicians, Fadnavis’ USP is his honest, transparent, and high-achieving image, which fits well with people’s aspirations for change and prosperity. A visionary leader at his core, Devendra is often referred to as Maharashtra’s Inframan, Waterman, Metroman, Chanakya of election victory, and so on to describe his many contributions and winning strategies. His political journey has crossed many important milestones, starting as a corporator in the Nagpur Municipal Corporation in 1992, then the Mayor of the Nagpur Municipal Corporation in 1997, 6 times MLA 1999 onwards from the Nagpur South and Nagpur South-West constituencies, president of the Maharashtra BJP in 2013, chief minister of Maharashtra in 2014, leader of the opposition in 2019, Dy. Chief Minister in 2022, and currently the 3rd time chief minister of the state, winning the assembly election in 2024 with a thumping majority. Whichever role he has served, he has tried to make the most of it. For example, in the winter session of 2011, Devendra Fadnavis, then an opposition MLA, raised landmark Private Member bills, which paved the way for service guarantees and Lokayukta in Maharashtra.
From 2014 to 2019, Maharashtra achieved rapid development under Fadnavis as Chief Minister. The next two and a half years, the performance of the state slumped during the MVA government. Devendraji reclaimed power in 2022 to form the Mahayuti 1.0 government as its Dy. CM and FM to rejuvenate the developmental projects in the state. In the 2024 election, his mountainous popularity, along with an effective winning strategy, once again translated into a landslide victory for him to take oath as the 3rd time Chief Minister.
Devendraji’s Chanakya Niti was especially evident in the local body elections and MMC elections during his 1st term as CM. The BJP defeated the Shiv Sena in most of the local body polls in the state and in the MMC election. The Rajya Sabha and Legislative Council elections in 2016, 2018, 2019, 2020, 2022, and 2024 also saw successes through his Chanakya Niti. Also at the national level and in various other states, the BJP achieved favorable results based on the strategies he devised. Since 2014, he led the party to memorable wins in Lok Sabha, Vidhan Sabha, Municipal Corporation, and Gram Panchayat elections. Devendra Fadnavis’ political journey and his achievements starting from the grassroots to what he is certainly a source of inspiration for the party workers and the political leadership in Maharashtra. Devendraji not only won the elections but also established himself as a trusted leader in the eyes of the people in the state.

Won the election for the post of corporator at the age of 21!
In 1992, he contested the election from Ramnagar ward in Nagpur and became a corporator for the first time. As of then, Devendraji became the youngest corporator among the elected members. He was merely 21 contesting the election for the post of corporator from Nagpur Municipal Corporation. This is seen as the entry point of his political life.

Ascended to the post of Mayor of Nagpur in the second term due to the work done in the first 5 years
From 1992 to 1997, he was elected corporator twice back to back, standing from the Ramnagar ward. Despite being too young for the post of corporator, he served his responsibilities sincerely and quickly learned the working methods of the municipal corporation. This benefited him profoundly when he stood for the second term. One of his anecdotes from his days as a corporator gives insights into how he broke a corruption cartel in the Municipal Corporation. It says once, wanting to fence a field in his ward, he discovered that after the work was decided by the Municipal Corporation, it was not the respective officer but a contractor prepared the tender and presented the matching proposal to win the tender! But Devendraji broke this chain by preparing the tender for the projects himself and selecting the best bid after scrutiny to get the work done in the best possible way. This approach ensured that works in his ward were done without the intervention of brokers. Due to his efficient handling of the various responsibilities and courageous efforts to stop corruption, he was selected the Mayor of the Municipal Corporation. He was the Mayor of Nagpur city for two terms, from 5 March 1997 to 6 February 1998 and 7 February 1998 to 4 February 1999. At 27, he became the second youngest mayor in India.

Won by 9,000 votes in the first state-level election
After working for 7 years in the Nagpur Municipal Corporation, Devendra Fadnavis decided to enter state politics. Accordingly, in 1999, he contested elections on a BJP ticket from Nagpur West constituency. In 1999, the Election Commission held elections in Maharashtra in two phases, on 5 September 1999 and 11 September 1999. The results were declared on 6 October 1999. In his first assembly election, Devendra Fadnavis got 94,853 votes (48.66%), registering victory by 9,087 votes. The total number of voters in this constituency was 3,99,195, of which 1,98,843 voters exercised their right to vote. A total of 11 candidates were in the fray from Nagpur West constituency in 1999.

Nagpur West overwhelmingly voted for Devendraji in his 2nd assembly election
Nagpur West constituency had attracted special attention in the 2004 assembly elections. The elections were held on 13 October 2004. Its results were declared on 16 October 2004. 19 candidates, including Devendra Fadnavis, were in the fray in the Nagpur West constituency, which had a total of 4 lakh 44 thousand 846 voters. Of the 2 lakh 32 thousand 618 voter turnout, 1 lakh 13 thousand 143 votes went for Devendra Fadnavis. He won this election by a margin of 17,610 votes, almost double the margin compared to his 1st win five years ago. The mandate of the voters reflected the increasing trust of the voters in him stemmed from the positive changes he brought to his constituency.

Devendra Fadnavis' victories continued despite the change in constituency!
In the 2009 assembly elections, Devendra Fadnavis won from Nagpur South West constituency with a margin of 27,775 votes. Due to the delimitation of constituencies in 2009, Devendra Fadnavis had to leave the Nagpur West constituency and contest from the Nagpur-South West constituency. This election was held on October 13, 2009. The election results were declared on October 22, 2009. A total of 15 candidates were in the fray in this constituency. Out of the total 3 lakh 50 thousand 671 voters in the constituency, 1 lakh 74 thousand 649 voters turned out to cast their votes, of which 89,258 votes were cast in favor of Devendra Fadnavis to register his victory. He defeated the nearest candidate by 27,775 votes. This victory was a rubber stamp of effective leadership and the confidence of voters in him stemmed from his performance in the Nagpur West constituency. This election marked a new political direction in the Nagpur South West constituency and opened new avenues for development.

Organizational success of BJP in Lok Sabha elections
Devendra Fadnavis played the pivotal role for his party in the 2014 Loksabha election campaigns in Maharashtra. In 2013, after assuming the responsibility of Maharashtra state president for the BJP, he started touring all over Maharashtra, holding campaign meetings in numerous places across Maharashtra to strengthen the party’s foundation in the state. Using the backdrop of the forthcoming Lok Sabha and the Maharashtra Vidhan Sabha elections, Devendra Fadnavis set his focus on uniting the party workers to ensure a strong foothold of the BJP in all corners of the state. The motivated workers enthusiastically spread Narendra Modi’s message of development to all sections and types of voters. On the other hand, he also managed to set his equation right with the Shivsena to maintain a BJP-Shivsena alliance. Voting for the Lok Sabha elections in Maharashtra was held in 4 phases. The first phase occurred on April 10, the second on April 17, the third on April 24, and the fourth on April 30. The results came on 16 May 2014, announcing a grand victory for the BJP and Shiv Sena alliance in Maharashtra. Of the 41 MPs won from the state, 23 were from the BJP and 18 from the Shiv Sena. The success of the Loksabha election established the leadership of Devendra Fadnavis and cemented the party’s position in Maharashtra for the next battle in the upcoming assembly elections.

BJP's historic run continued in the Maharashtra assembly election
The 2014 Maharashtra assembly poll mandated in favor of the BJP with Devendra Fadnavis as the CM face, thus starting the development era in the state. The landslide victory for the BJP, the biggest so far, saw 122 BJP MLAs elected, including Fadnavis who stood from the Nagpur South-West constituency. This time he got 113918 votes and won by a big margin of 58942 votes, almost 30.80% more than the closest opponent. The back-to-back victories (loksabha and Vidhansabha polls) proved Fadnavis’ capabilities and gave him a high pedestal in the party as well as in the state politics. But this wouldn’t have been possible had there not been an overall acceptance of him as the CM candidate, based on his track record. Devendra Fadnavis carved out an important place for himself in Maharashtra politics.

Devendra Fadnavis takes oath as Chief Minister at Wankhede Stadium
After the Lok Sabha elections in 2014, the assembly elections were announced in the state on October 15, 2014. As all political parties in the state decided to contest independently in this election, four-way contests seemed likely in all the constituencies. After the crushing defeat in the Lok Sabha elections, the Congress and the Nationalist Congress Party broke their alliance and decided to face the assembly elections independently. Similarly, due to the dispute between the BJP and the Shiv Sena over seat sharing, both parties also broke their 25-year-old alliance and contested the elections independently. However, the rejuvenated BJP under the new president, Devendra Fadnavis, were unstoppable with 122 seats, repeating their performance in the recently held Loksabha election. In the 2009 elections, the BJP had won only 46 seats, but in 2014, the seat tally increased by 76 seats to a total of 122 seats. The party in aggregate got 1,47,9,455 votes, an increase of 27.8% compared to the previous election result.
Devendra Fadnavis was elected as the Leader of the House in the Maharashtra Legislative Assembly under the guidance of Union Home Minister Rajnath Singh and the party’s National General Secretary Jagat Prakash Nadda and in the presence of party members. As the leader of the party with the largest number of MLAs, Devendra Fadnavis took oath as the 18th Chief Minister of the state on 31 October 2014 at the Wankhede Stadium in Mumbai. His government won the trust vote in the Legislative Assembly by voice vote on 12 November 2014.

After a historic victory in the Vidhan Sabha, BJP increases its number of Rajya Sabha seats
Elections for 6 Rajya Sabha seats were held in Maharashtra on June 11, 2016. In these elections, 3 candidates of the Bharatiya Janata Party were elected. BJP's strong foothold in Local Bodies too
In the elections held for 6 seats of the Legislative Council in the Local Bodies constituency, the BJP won two seats. While the Congress won 2, Shiv Sena and NCP won one seat each. Voting was held on November 19 for the six local bodies constituencies of Pune, Sangli-Satara, Jalgaon, Nanded, Yavatmal and Gondia. The year 2017 produced another example of Devendra Fadnavis’ prowess in political strategy. Shivsena, the coalition partner of the BJP in the vidhansabha had decided to fight BJP in the local body election. However, they were no match for the BJP, which went on to win eight municipal corporations, 50% of the total Gram Panchayat election, and most seats in the Zilla Parishad elections. Devendra Fadnavis’ role in this party’s victory was significant. He was mentioned as the architect of the victory in the state. Many people would call him the ‘Chanakya’ of politics. Voting was held on October 7, 2017 for a total of 3,131 seats in 16 districts of the state in the first phase. The State Election Commissioner informed that an average voter turnout of 79 percent. The election was intensified as it was decided to hold direct elections for the post of Sarpanch for the first time, unlike in municipalities. The districts and seats where voting took place in the first phase are as follows: Nashik (150), Dhule (96), Jalgaon (101), Nandurbar (42), Ahmednagar (194), Aurangabad (196), Beed (655), Nanded (142), Parbhani (126), Jalna (221), Latur (324), Hingoli (46), Akola (247), Yavatmal (80), Washim (254), Buldhana (257). The counting of votes for this election was held on October 9, 2017. The direct Sarpanch elections were seen to have benefited the BJP greatly. Overall, the Bharatiya Janata Party won 50 percent of the seats in the Gram Panchayat elections in Maharashtra. Under the leadership of Chief Minister Devendra Fadnavis, the BJP won 1,457 seats out of 2,974 seats. In the second phase held on October 14, elections were held in 3,692 Gram Panchayats in 16 districts. A total of 81 percent voting was recorded in this election.

In 2018, the Rajya Sabha elections were held to elect new members to replace 65 retiring members of the Rajya Sabha. A total of three elections were held for this, of which the election for the 6 seats from Maharashtra was to be held on 23 March 2018. However, due to the political drama that took place on 15 March 2018, 3 BJP MPs were elected unopposed. They included Prakash Javadekar, Narayan Rane, and V. Muralidharan. The term of the MPs on these 6 seats was to end on 2 April 2018. Among the members retiring from the Rajya Sabha, there were two MPs, one each from the Congress and the NCP from Maharashtra, and one MP each from the BJP and the Shiv Sena. Initially, since 7 candidates had filed applications for the 6 seats, all the parties braced for fights. But at the last moment, Vijaya Rahatkar, who had filed her nomination from the BJP, withdrew her candidature, resulting in all 6 candidates for the 6 seats being elected unopposed. A resounding victory for the grand alliance in the Lok Sabha; victory in 41 out of 48 seats
The 2019 Lok Sabha elections in Maharashtra were held in 4 phases, on April 11 (7 seats), April 18 (10 seats), April 23 (14 seats) and April 29 (17 seats). An alliance was formed between the BJP and Shiv Sena for these elections. According to the seat sharing in the alliance, the BJP got 25 seats and the Shiv Sena got 23 seats. There are a total of 48 Lok Sabha seats in Maharashtra. As the results announced on May 23, the BJP-Shivsena alliance won a total of 41 seats. 23 out of 25 BJP MPs were elected, aggregating 1,49,12139 votes. Devendra Fadnavis repeated the 2014 results and proved his dominance in the state by winning 41 out of 48 seats for the alliance. Due to this outstanding performance, political analysts and journalists started ranking Devendra Fadnavis as a master election strategist, ahead of Sharad Pawar of the Nationalist Congress Party. In the 2014 Lok Sabha elections, the alliance won 42 out of 48 seats. At that time, BJP contested 26 and won 23 seats, while Shiv Sena contested 22 and won 18 seats. The credit for the victory in both these elections goes to Devendra Fadnavis. He always took care of his fellow parties. Before facing the 2019 elections, he had to face the crisis, such as the Maratha reservation and drought. At that time, Devendraji handled both these issues very competently and implemented the first reservation in history for the Maratha community. He established the Backward Classes Commission to prove that the Maratha community is socially and economically backward. At the same time, in 2017, he implemented the largest loan waiver for farmers, sending messages to the masses about his government’s decisive attitude in solving pending issues.

BJP crosses 100 once again in the assembly elections!
In the 2019 assembly elections, Chief Minister Devendra Fadnavis entered the legislature with wins in 5 successive terms. The assembly elections were held on October 21, 2019. The results were declared on October 24, 2019. Devendra Fadnavis got 1,09,237 votes (56.86% of the total votes) in this election and defeated the opposition candidate by 49,288 votes. Devendra Fadnavis takes oath as Chief Minister with the support of Ajit Pawar
After the 2019 assembly results, Shiv Sena broke its 25-year alliance with the BJP, demanding the post of Chief Minister. Without alliance support, the BJP couldn’t form the government as they won 105 seats (although maximum among all the parties). Devendra Fadnavis's peak in Bihar; BJP in second place with 74 MLAs
In the backdrop of the Bihar assembly elections, the BJP central leadership chose Devendra Fadnavis as the in-charge of the BJP’s campaign strategy. The letter in this regard was given to Fadnavis on September 30, 2020. Voting for the Bihar assembly was to be held in three phases, on October 28, on November 3, and on November 7, with November 10 as the result day. Devendra Fadnavis appointed as Goa election in-charge; BJP's huge success
Assembly elections in states like Uttar Pradesh, Uttarakhand, Punjab, Goa, and Manipur were slated for 2022. Nadda, signed by the party’s national general secretary, Arun Singh, to appoint Devendra Fadnavis as the in-charge of Goa state. Considering the responsibility that Devendra Fadnavis had fulfilled in the Bihar elections, the party gave him the responsibility of the Goa assembly elections. Although Goa is a relatively small state, it is sensitive and politically important.
After the Goa elections were announced, Devendraji camped there for a month and a half, holding more than 50 meetings to learn the strengths and weaknesses in all 40 constituencies in Goa and select the right candidates. BJP candidates, picked by him, were victorious in 20 of the 40 seats in Goa, paving the way for Dr. Pramod Sawant continue as the Chief Minister of Goa.

BJP outsmarted the Mahavikas Aghadi in the Rajya Sabha elections
In the tight and suspenseful elections for the six Rajya Sabha seats, the BJP had the last laugh by electing three of its candidates. With the victory of Piyush Goyal, Anil Bonde, and Dhananjay Mahadik, Devendra Fadnavis once again proved his election winning skills. Given the party strength, it was certain that three candidates from Mahavikas Aghadi and two from BJP would win. So, while Imran Pratapgadhi from Congress, Praful Patel from NCP, and Sanjay Raut from the Shiv Sena won, there was a fight between the BJP and Shivsena for the sixth seat, which was finally won by Dhananjay Mahadik of BJP defeating Sanjay Pawar of Shivsena. Meanwhile, each side objected to the election of candidates from the other side The list included MLAs Jitendra Awhad, Yashomati Thakur, Suhas Kande, Sudhir Mungantiwar and Ravi Rana. Of them, the vote of Shiv Sena’s Suhas Kande was declared invalid. Due to this, it was seen that the calculation of Shiv Sena’s vote was wrong. For the sixth seat, Shiv Sena district chief Sanjay Pawar of Kolhapur and BJP’s Dhananjay Mahadik of Kolhapur were given the nomination. In this, BJP won, giving a big blow to Mahavikas Aghadi.

Devendraji's Chanakya Niti proved to be a success in the Legislative Council elections!
The election for the 10 vacant seats in the Legislative Council was announced to be held on June 20, 2022. Among the candidates, Praveen Darekar, Prasad Lad, Sujit Singh Thakur, Sadabhau Khot, Vinayak Mete, and the late R.S. Singh were from the BJP, Diwakar Raote and Subhash Desai from Shiv Sena, and Ramraje Nimbalak and Sanjay Daund from the Nationalist Congress. Considering the strength of the parties in the legislative assembly, 169 MLAs of the Mahavikas Aghadi against 113 of the BJP, it was understood that 6 seats would go to the Mahavikas Aghadi and 4 seats to the BJP. But in reality, under the leadership of Chanakya Devendra Fadnavis, the BJP won 5 seats in this legislative council. The political circle kept exclaiming how the BJP managed to get their 5th candidate elected without having enough voting strength!
The elected candidates were Shrikant Bharatiya (30), Ram Shinde (30), Praveen Darekar (29), Prasad Lad (28), and Uma Khapre (27) from the BJP, Ramraje Nimbalkar (28) and Eknath Khadse (29) from the Nationalist Congress Party, Amshaya Padvi (26) and Sachin Ahir (26) from the Shiv Sena, and Bhai Jagtap (26) from the Congress. The BJP had fielded the maximum number of candidates, including Prasad Lad, which led to a close fight between Prasad Lad, Bhai Jagtap, and Chandrakant Handore. But in the end, Chandrakant Handore was defeated while Prasad Lad and Bhai Jagtap were victorious.

Mahayuti candidates got 42.73% votes in Lok Sabha elections, one and a half percent less than the I.N.D.I.A alliance.
Deputy Chief Minister Devendra Fadnavis traveled the entire state in the run-up to the 2024 Lok Sabha elections, holding 115 meetings in 52 days after the Lok Sabha election schedule was announced. His first meeting was in Chandrapur on March 26, 2024, while the last was in Bhiwandi on May 18, 2024. In addition, he gave interviews to about 67 media companies of different types, such as newspapers, TV channels, digital platforms, and magazines. His speeches covered versatile subjects, including his views on many national-level issues, the developments done by Prime Minister Narendra Modi in the previous 10 years, economic policies and reforms, issues related to the country’s security, Hindutva, work done by MPs at the local level, and more. The Lok Sabha elections were held in 5 phases in Maharashtra. Before each phase, he held meetings and roadshows, talking to workers and office bearers of the party in Vidarbha, Marathwada, Jalgaon, Pune, and Mumbai. His hard work didn’t go in vain; although the BJP did not win a good number of seats in Maharashtra in this election, its vote share was good, securing 1,49,66,577 votes in the state. The Mahavikas Aghadi got 43.91% votes, while the Mahayuti alliance secured 42.73%, only 1.18% fewer votes in comparison. However, in terms of number of seats, Mahavikas Aghadi won 30, while the alliance won 17 seats.

Mahayuti wins 9 out of 11 seats in the Legislative Council, a major blow to the Aghadi!
After the Lok Sabha elections, major political parties in Maharashtra contested for 11 seats in the Legislative Council to get mileage in the upcoming Assembly elections. With 12 candidates in the fray for 11 seats, the contest became tough. However, it was Devendra Fadnavis once again, who clinched 9 seats out of 11, giving the Mahayuti 1.0 a big win over the Mahavikas Aghadi. While Pragya Satav of the Congress and Milind Narvekar of Shiv Sena (Uddhav Balasaheb Thackeray) won, Jayant Patil of Shekap, who was fighting with the support of the Mahavikas Aghadi, was defeated. In this Legislative Council election, the candidates had a quota of 23 votes to win and Deputy Chief Minister Devendra Fadnavis had devised a special strategy for this. Accordingly, the first victory was declared for the BJP candidate Yogesh Tilekar followed by Amit Gorkhe, Pankaja Munde, Parinay Phuke of BJP, and then Sadabhau Khot of Rayat Kranti Paksha. BJP crosses 100 for the third time under the leadership of Devendra Fadnavis!
Deputy Chief Minister Devendra Fadnavis, the face of the Bharatiya Janata Party, campaigned extensively across the state, covering 25 districts, for the 2024 assembly elections. In the districts where Devendraji could not go due to lack of time, he interacted with the party workers there through video conferencing. He held rallies, road shows, and public meetings at 64 places across the state. About 50 of these 64 meetings were held in just 13 days after Diwali. The last of the 64 meetings was held at Arvi in the Wardha district. In the meetings, he emphasized the government’s achievements and commitment to schemes such as free electricity for farmers, solar agricultural pumps, crop insurance at one rupee, increase in Kisan Samman Nidhi, Bhavantar Yojana for MSP of crops, refund of state GST on fertilizers, Ladki Bahin Yojana, Lake Ladki Yojana, ST travel for women at half ticket, 3 free cylinders, free higher education for girls, Lakhpati Didi, etc. with mentions, such as irrigation projects, industry, employment, etc. At the same time, he promised to increase the subsidy to Rs 2100 under the Ladki Bahin Yojana from Rs 1500.
The impetus was mainly on Devendra Fadnavis to produce victories for the BJP and the Mahayuti alliance in the 2024 assembly elections. He won a big victory from the Nagpur South West constituency with 1,29,401 votes (56.88%) at a margin of 39,710 votes. On the other hand, the BJP won 132 seats out of the 152 seats it contested in the state. BJP’s strike rate was around 87%. Shiv Sena contested 81 seats and won 57 seats. Shiv Sena’s (Shinde group) strike rate was 70 percent. NCP contested 52 seats and won 41 seats. NCP’s strike rate was 78 percent. All three parties in the grand alliance had good strike rates. The BJP got 26.77% votes in this election. Eknath Shinde’s Shiv Sena got 12.38%, and Ajit Pawar’s NCP got 9.01% votes.

Devendra Fadnavis sworn in as Chief Minister of Maharashtra
In the Maharashtra Assembly elections 2024, the BJP became the largest party in the state by winning 132 seats individually. The other Mahayuti partners: Shiv Sena (Eknath Shinde), and the Nationalist Congress Party (Ajit Pawar) also did very well. As the largest party in the Mahayuti, Devendra Fadnavis took oath as the Chief Minister for the third time.
