MIHAN - India’s first multi-product SEZ with an International Cargo Hub and Airport in Nagpur to build capacity for a major import/export hub and robust growth of Nagpur and the rest of Vidarbha.
With its location in the central part of India, Nagpur has historically been an important center of connectivity and trade. Due to this positional advantage, the MIHAN project (Multi-Modal International Cargo Hub and Airport Nagpur) is underway in Nagpur to develop the city into a global trade and transport hub.
The MIHAN project, which includes a Multi-Modal International Cargo Hub and Airport in Nagpur and a multi-product SEZ, is expected to boost the economic activities in the region centering Nagpur. However, like many other projects in Maharashtra, the MIHAN project too has a history of procrastination and sluggishness starting from the year 2000 until 2014 when the Devendra Fadnavis government came to power for the first time and the state witnessed a sustained push in infrastructure, like never before. Today, on the verge of completion, the international cargo hub of the MIHAN has already started functioning and its SEZ too is getting a steady flow of investments creating large capacities and jobs.
Approval for the MIHAN project on a BOT basis
To develop an international trading hub with a large capacity cargo cum passenger airport (MIHAN project) on the Build, Operate, and Transfer (BOT) basis in Nagpur, the state government approved declaring the area of the project as a Special Economic Zone or Free Trade Zone and pursue the same with the central government. A 4354 hectares of land was estimated for the development of this project, of which the state government approved the acquisition of 2556 hectares of land through a government decision dated January 4, 2002. The state government also proposed formation of the Maharashtra Airport Development Company to implement the project and develop the aviation infrastructure in the state.

Formation of the Maharashtra Airport Development Company Limited (MADC)
The Maharashtra Government established Maharashtra Airport Development Company Limited (MADC) on 26 August 2002 to implement the MIHAN project in Nagpur. Besides developing MIHAN, the company was made entirely responsible for improving the aviation infrastructure in Maharashtra through planning, construction, operation, and maintenance of airports in various parts of the state.

First International Flight from Nagpur Airport

Approval to acquire 1067.49 hectares of land for MIHAN
Of the estimated 4354 hectares of land required for the MIHAN project, approximately 2556 hectares were approved for acquisition in 2002. On 26 June 2006, the state government approved further acquisition of 1,067.49 hectares of land, comprised of 885.08 hectares of private land and 182.41 hectares of government land. Accordingly, the process of land acquisition got underway through the District Collector, Nagpur and the Maharashtra Airport Development Company.

Center’s decision to set up an air cargo hub in Nagpur
The Union Cabinet in its meeting held on 17 January 2008 approved the setting up of a cargo hub in Nagpur through the Maharashtra Airport Development Company Limited. According to the Techno-Economic Feasibility Study Report commissioned by the Maharashtra Government, Rs. 2581 crore was to be spent on the construction of the MIHAN project in the next 30 years. However, the project would create a revenue of Rs. 5280 crore for the government from 2035 onwards.

Chief Minister's announcement in the legislative assembly regarding the rehabilitation of people affected by the MIHAN project
In the winter session of 2008, the Chief Minister announced that the Maharashtra Project Affected Persons Rehabilitation Act, 1999 would be applicable for the rehabilitation of the project-affected people, offering them three options:
- Grant-in-Aid
- Equivalent TDR, and
- Ownership of Twelve and a half percent of the developed land.

An additional grant of Rs 40 crore for land acquisition
A sum of Rs. 200 crore was approved for a grant to the Maharashtra Airport Development Company Limited by the government towards the end of March 2009 to acquire land for the MIHAN project. Accordingly, the MADC, aided by the Nagpur District Collector, started the land acquisition process. However, since the land prices increased because of the delay in the land acquisition process, the Maharashtra Airport Development Company requested the government to approve an additional grant through a letter dated 30 December 2009. The request for the extra grant was accepted by the state government, which approved an additional Rs 40 crore 43 lakh 81 thousand to be paid to the Maharashtra Airport Development Company for land acquisition.

Air Force land transfer for MIHAN project
The Maharashtra government requested 278 hectares of land from the Air Force to develop a multi-modal international airport close to the existing airport in Nagpur. Financial incentives for businesses operating from the MIHAN and other SEZ
Urging speedy development of the Special Economic Zone, the government decided to attract more businesses than other states, by announcing financial incentives to developers and entities for operating from the SEZ In this, the businesses decided to operate in the MIHAN SEZ were offered refunds on the taxes on their export income in a time-bound manner after paying the full value-added tax levied on their purchases as per the provisions of the Maharashtra Value Added Tax Act, 2005. They were also exempted from the levy of non-agricultural cess and levy of proprietary tax on minor minerals as per provisions of the Maharashtra Land Revenue Act, 1966.

Financial concessions for MIHAN and SEZ projects
The Law and Justice Department of the Central Government enacted a law under the Special Economic Zones Act 2005 to boost the industrial sector in the country, promote exports, and generate large-scale employment. For this, provisions for various types of concessions were made to encourage the developers, as per clause (a) of Section 50 of the said Act. These provisions helped provide several financial concessions for developing the SEZ in the MIHAN project and the export-oriented business entities operating from there.

Exemption from tax for Mihan developers under the SEZ Act
The state cabinet in a meeting, approved all the incentives applicable to industrial units, as per their sizes, in the Special Economic Zones notified by the Central Government under the Special Economic Zones Act 2005. Exemption from royalty on minor minerals
The Devendra Fadnavis government decided to exempt developers/entities in Mihan and other Special Economic Zones of the state from royalty on minor minerals extracted and used in the development and construction of plots/offices, subject to compliance with the corresponding rules. The decision to transfer 288.74 hectares of land of Air Force to MIHAN

Revised administrative and financial approval for the MIHAN project
The government approved an expenditure of Rs 739.75 crore along with the requisite administrative approvals for various works in the MIHAN project. The government also gave revised administrative approval of Rs 1508.36 crore for the MIHAN project, of which Rs 644.03 crore was approved for the rehabilitation of project-affected people and Rs 592.33 crore towards land acquisition. The government also decided to provide 100 square meters of land to non-farmer project-affected people and the families dwelling on encroached lands in the project areas for building houses.

Compensation offer of 12.50% developed plots to the owners of the lands taken for the Mihan project
A large amount of land was acquired for the prestigious MIHAN project, putting responsibility on the state government to provide appropriate compensation to the farmers whose lands were taken. So, following the example set by the CIDCO during the development of Navi Mumbai in 1990, offering 12.5% of the developed plots in exchange for lands from the villagers, the state government offered 12.5% of developed plots to the affected land owners and farmers in the MIHAN project too.

State government takes back plots allotted by it from industrialists
The state government in its effort to speed up the Multi-Modal International Hub Airport (MIHAN) project in Nagpur issued plots to the applicant companies from different sectors. However, the state government later noticed that some companies were not using those plots productively. Russian delegation visits MIHAN
To ensure ready availability of spare parts for the large number of Russian aircraft owned by the Indian AirForce, if the Russian authority might look at the option of manufacturing the spare parts in India, the MIHAN SEZ in Nagpur would be ideal for setting up a production unit for the same, CM Fadnavis of Maharashtra said this to the Russian Industry and Trade Minister Denis Mantarov in the backdrop of the ‘BRICS’ summit in Goa, inviting the Russian delegation to visit the MIHAN project in Nagpur. Subsequently, a 14-member Russian delegation including Mantarov and high-level officials representing aircraft manufacturing and defense production visited MIHAN for a thorough assessment. They visited companies mainly related to the aviation and defense sectors in the project. Russia is still considered highly in the production of defense aviation equipment.

Agreement with France's Dassault, MBDA, and Saffron; New employment opportunities
The Reliance Defense signed an agreement with France’s Dassault Aviation at Reliance ADAG’s proposed Dhirubai Ambani Aerospace Park in Mihan. Through this agreement, it was decided that 5 spares for the Rafale Aircrafts would be manufactured in Mihan and exported to France for assembling. According to the agreement between Reliance and Dassault, 50 percent of raw materials and parts will be procured from Indian companies. This will help grow an echo system in the country for Rafale spares besides generating employment opportunities and giving these associate companies a competitive edge from working with a renowned company.

A dry port was coming up near the Mihan area
The Union Minister of State for Finance, replying to a question in the cabinet, informed that the work for setting up a dry port nearly 40 km from Nagpur Mihan was under construction by the Container Corporation of India. Earlier, the Union Ministry of Shipping had approved installing 21 dry ports of different types across the country, including inland container depots, container freight stations, and air freight stations. The dry port near Mihan would be an inland container depot run by the Container Corporation of India Limited.

Livestock to be exported from Nagpur Airport
Nagpur Cargo Airport is used for livestock export to Sharjah. This was part of the initiative taken jointly by the Ministry of Agriculture and the Ministry of Commerce to export Indian sheep and goat breeds, which have high demand, to different countries. In the first phase of this project, which lasted three months and ended on 30 June 2018, about 1 lakh sheep and goats were targeted to be exported from Nagpur Airport.

Huge investment in Mihan during the tenure of Chief Minister Devendra Fadnavis
Until 2014, during the Congress-NCP government, only Rs 935 crore was invested in the Mihan, Nagpur for 37 projects, creating 30,450 jobs. Revised administrative and financial approval for the MIHAN project
The government approved an additional expenditure of Rs 992.09 crore for various works in the MIHAN project. At the same time, the government issued revised administrative and financial approval for the total expenditure of Rs 2,500.45 crore for the MIHAN project. 5-year concession for investors in MIHAN

Indamar-Airbus Helicopter MRO inaugurated

Inauguration of Infosys Software Development Center at MIHAN, Nagpur
Infosys launched a new development center in Mihan, inaugurated by Union Minister Nitin Gadkari and Deputy Chief Minister Devendra Fadnavis. For the construction of this center, the company invested Rs 230 crore and set up a unique structure on an area of about 2 lakh 65 thousand square feet. This center is expected to provide employment to 3 thousand people. 100 crores for Mihan rehabilitation and land acquisition
In the backdrop of the Lok Sabha elections and subsequent state election in Maharashtra, the interim budget for the year 2024-25 was presented by the government allocating funds for various projects. In this, the Mahayuti government provided a fund of Rs 100 crore in the interim budget for the land acquisition and rehabilitation of the Mihan project in Nagpur.

Priority to solve the problems of Mihan project victims. Instructions regarding plot allocation
A meeting was held on September 9, 2024, at Sahyadri Guest House, Mumbai, in the presence of Chief Minister Eknath Shinde and Deputy Chief Minister Devendra Fadnavis regarding the Mihan project in Nagpur. In this meeting, important instructions were given to the officials regarding the rehabilitation of Mihan project victims and plot allocation. It was decided that the residents of MHADA colonies falling within the MIHAN area will be relocated outside the area. Developed plots will be allocated for the rehabilitation of Mihan project-affected families as soon as possible, and since the Gram Panchayats in the Mihan area do not have the right to collect tax, it was decided to take new measures for the tax system using the formula used by MIDC to provide them with a source of income.

Funds of Rs 3,994 crore approved for Mihan project
A revised administrative approval was given for a fund of Rs 3,994 crore 41 lakh for the Mihan project in Nagpur. This approval was given in the state cabinet meeting. Funds were approved for the completion of land acquisition, rehabilitation, technical works and land acquisition claims for this project.

Approval of revised expenditure of Rs 1,493.96 crore for the Mihan project
The government approved an expenditure of Rs 1,493.96 crore for various works in the Mihan project. Also, revised administrative and financial approval was given for the total expected expenditure of Rs 3,994.41 crore for the MIHAN project. Out of this, Rs 913.86 crore was approved for the rehabilitation of project-affected people and Rs 809.64 crore for land acquisition. An amount of Rs 2.23 crore was approved for the expenses of the fast track court for various types of disputes under this project. At the same time, an expenditure of Rs 153.63 crore was approved towards a 4% increase in the expenditure of the Maharashtra Airport Development Company.

Plots distributed to project-affected families in Shivangaon
Under the leadership of Chief Minister Devendra Fadnavis, plots were distributed to project-affected families in Shivangaon in collaboration with Maharashtra Airport Development Company Limited (MADC) and Nagpur District Collectorate. As part of the MIHAN project, the Maharashtra Airport Development Company has developed a rehabilitation layout of 1500 plots at Chinch Bhavan. Built with an investment of 66 crore, the plots will have all the necessary facilities in the surroundings. The construction of this project shows the concern and commitment of his government to the project-affected people and is a significant step towards ensuring rehabilitation and sustainable urban development. Plots were distributed to 185 families in Shivangaon through a lucky draw system at the Central Facility Building (CFB) at MIHAN SEZ. He expressed his heartfelt gratitude to Chief Minister Devendra Fadnavis for getting the plots to the beneficiaries.

Great project with great locational advantage
MIHAN is a landmark initiative to project Nagpur and the Vidarbha region as a new growth center of India by connecting Nagpur to the international supply chain and facilitating huge investment and employment opportunities. Due to its geographical centrality, MIHAN Nagpur is poised to become a major import/export hub, offering faster access to all parts of the country. Although some obstacles have cropped up deferring the completion of the project, the Fadnavis government is taking all measures to see the final phase of this landmark project accomplished speedily.
