Jihe Kathapur Upsa Irrigation Scheme: Victory of Political Will

The Man and Khatav talukas of Satara district had to face severe water shortages every year due to very low rainfall, causing the farmers and villagers living there, constantly struggle for water. However, the scenario there has changed completely, thanks to the Jihe-Kathapur Upsa Irrigation project, exemplifying how political will and foresight can change a dire situation.

The Jihe Kathapur Upsa Irrigation Scheme project was approved by the then coalition government in 1997. However, the project languished on the shelves for many years since then. After becoming the Chief Minister in 2014, Waterman Devendra Fadnavis, with the help of local MLAs and MPs from Man-Khatav, revived this project by ensuring clearances and funds from the central government. In 2017, the first revised administrative approval for Rs 1085 crore was made for this project. Thereafter, in August 2019, the Devendra Fadnavis government gave the second administrative approval. After that, in 2022, this scheme was included under the Pradhan Mantri Krishi Sinchhan Yojana. Finally, in 2024, this project was completed, and water has started reaching the drought-affected villages of Man-Khatav taluka.

What is the Jihe Kathapur scheme!

The Jihe Kathapur barrage was built 85 km from the source of the Krishna River. The storage capacity of this barrage is 0.35 TMC. The catchment area of ​​the barrage is 1477 km. During the rainy season, water from the Krishna River is lifted and released into the Ner Lake. Then the water from the Ner Lake is released into the Yerla River. Also, water from the Ner Lake is also released into the Andhali Lake through the Andhali Tunnel. Then the water from the Andhali Lake is released into the Man River. Due to this project, a total of about 27 thousand hectares of land, 11,700 in the permanently drought-affected Khatav taluka and 15,800 in the Man taluka, will come under irrigation. This scheme will benefit 175,803 people in 67 villages in Man and Khatav talukas and solve their drinking water problem.

Jihe Kathapur Lift Irrigation Scheme approved for drought-hit talukas of Man and Khatav

The Jihe Kathapur Lift Irrigation Scheme was given administrative approval for a cost of Rs. 269.07 crore in 1997 under the Maharashtra Krishna Basin Development Corporation. This administrative approval was given based on the rate list of 1995-96. The Jihe Kathapur Lift Irrigation Scheme is a scheme to construct a barrage on the Krishna River near Kathapur village in Satara district and lift this water in a total of 3 phases and make it available to villages in Man and Khatav talukas. The scheme aims to bring 15,800 and 11,700 hectares of area in Man and Khatav talukas, respectively, under irrigation.

First revised approval of Rs 1085 crore for the Jihe Kathapur scheme

The first revised administrative approval of Rs 1085.53 crore was given by the Waterman Devendra Fadnavis government, based on the rate schedule of the Water Resources Department for 2013-14 and the Public Works Department for 2016-17. Of the total revised expenditure, Rs 983.01 crore was used for direct work and Rs 102.53 crore for ancillary expenditure. The government decision on this was made on 6 November 2017. While giving this revised approval, the state government imposed the following conditions. It included that the tender process and project work should not be started until funds are received from the Central Government for the Jihe Kathapur Upsa Irrigation project. After the funds were available, the first step was to complete the work of the barrage on the Krishna River, pump houses 1, 2, and 3, and the upstream pipeline in the first phase.

Name of Jihe Kathapur Yojana as Guruvarya Kai. Laxman Inamdar Upsa Sinchana Yojana

The state government decided to rename the Jihe Kathapur Upsa Sinchana Yojana, which is being implemented to provide water to the citizens of two drought-affected talukas of Maan and Khatav in Satara district. The scheme has been named ‘Guruvarya Kai. Laxmanrao Inamdar Upsa Sinchana Yojana.’ Laxmanrao Inamdar was a full-time pracharak of the Rashtriya Swayamsevak Sangh. While he was working as a pracharak in Gujarat, Narendra Modi worked under his guidance. Therefore, Narendra Modi considers Laxmanrao Inamdar as his guru. Laxmanrao Inamdar lived in Khatav taluka of Satara district. That is why the state government decided to name this scheme after him. Meanwhile, the Late Laxmanrao Inamdar Lokkalyan Charitable Trust has been continuously trying to get the Central Water Commission to approve this scheme.

State Cabinet approves revised approval for Jihe Kathapur scheme

The Cabinet meeting approved the second revised administrative approval of Rs 1330.74 crore for the Jihe Kathapur (Guruvarya Late Laxmanrao Inamdar Upsa Sinchan Yojana), which will be a boon for agriculture in drought-hit talukas of Man and Khatav. This project will provide irrigation facilities to agriculture over an area of ​​27,500 hectares. Meanwhile, according to the first revised administrative approval of this project, it was proposed that 15,800 hectares of land on 17 Kolhapur-style dams on the Man River would be brought under a private UPSA irrigation scheme by the farmers at their own expense. But since this area is drought-prone and the farmers here did not have the capacity to raise water at their own expense, it’s implementation was insisted to be by the government. Therefore, the second revised administrative proposal given by the Maharashtra Krishna Valley Development Corporation for including the blind upsa irrigation scheme in this project was approved in the Cabinet meeting.

Meanwhile, the cost of the project was increased due to the new proposal to deliver water from the Andhali Upsa Irrigation Scheme from the Andhali Lake to the water reservoirs in an area of ​​6820 hectares in Man taluka and from the left bank of the Mana Lake through a gravity channel. Therefore, the Maharashtra Krishna Valley Development Corporation gave the second revised administrative approval of Rs 1330.74 crore for this scheme. Its government decision was published on August 30, 2019.

Central approves Rs 247 crore for Jihe Kathapur scheme

The Jihe Kathapur Upsa Irrigation Scheme was included in the Central Government’s Pradhan Mantri Krishi Irrigation Scheme for 2021-22. Meanwhile, Madha BJP MP Ranjitsinh Naik-Nimbalkar, local MLA from Maan-Khatav Jayakumar Gore and Legislative Council MLA Sadabhau Khot had met Prime Minister Narendra Modi to ensure that the project gets underway on time. At the same time, Leader of Opposition Devendra Fadnavis also urged the central leadership in Delhi for faster completion of the project. The Central Government sanctioned Rs 247.34 crore for this project for the year 2021-22.

Deputy Chief Minister Devendra Fadnavis lays foundation stone for Andhali Upsa Irrigation Scheme

Under the Guruvarya Late Laxmanrao Inamdar Upsa Irrigation Scheme (Kathapur District), the Andhali Upsa Irrigation Scheme was started to provide water, by lifting it from the Andhali Dam, to 4 hectares of hilly and permanently drought-prone areas adjacent to the Andhali Dam in Man taluka. A pump house was constructed on the left side of the Andhali Dam, where two 710 HP pumps were installed to lift the water to a height of 52 meters from there to the reservoir at Wadgaon, through a 4.370 km long and 3.5 feet diameter iron pipe. Further, about 4 thousand hectares of area encompassing 14 villages have been brought under irrigation through a 33 km long enclosed pipe. The foundation stone for the Andhali Upsa Irrigation Scheme was laid on 22 June 2023 by Deputy Chief Minister Devendra Fadnavis.

Andhali Upsa Irrigation Scheme

The Guruvarya Late Laxmanrao Inamdar Upsa Irrigation Scheme in the Kathapur district is the main scheme, which supplies water on a large scale. Andhali Upsa Irrigation Scheme is a small scheme under it, which lifts water from the District-Kathapur and supplies it to some villages in the Man taluka. Both schemes are meant for irrigation as well as drinking cum household use in the drought-affected areas. While the entire Man-Khatav area is benefited by the District-Kathapur Upsa Irrigation Scheme, the objective of the Andhali Upsa Irrigation Scheme is to supply water to some specific areas (14 villages in the hilly area) in Man taluka. Due to this scheme, 4 thousand hectares of area came under irrigation and got their water problem solved. The Andhali Upsa Irrigation Scheme, dependent on the water available from the District-Kathapur Scheme, was started in June 2023.

Jalpujan of Guruvarya Late Laxmanraoji Inamdar Upsa Irrigation Scheme and inspection of Andhali Dam

Deputy Chief Minister Devendra Fadnavis performed Jalpujan of the Guruvarya Late Laxmanraoji Inamdar Upsa Irrigation Scheme (District-Kathapur). On this occasion, he also inspected the Andhali Dam project on a boat. 15,170 hectares of land were brought under irrigation through this project, benefiting about 27 villages. 3.17 billion cubic feet of water is being lifted from the Krishna River and brought to Khatav and Man talukas by the Jihe Kathapur project, benefitting a total of 27,500 hectares of area.

A new chapter in water: Development of Maan-Khatav due to Upsa Irrigation Schemes!

The Guruvarya Late Laxmanrao Inamdar Upsa Irrigation Scheme (District-Kathapur) and Andhali Upsa Irrigation Scheme projects provide meaningful solutions to water scarcity in the Man and Khatav talukas of Satara district. These schemes have brought great relief to farmers who have been facing difficulties due to acute water scarcity and thereby resorted to dry-farming for decades. The dual lift-irrigation schemes, which were stalled for many years, became a reality due to political will and strategic foresight of waterman Devendra Fadnavis, who, consistently promoted sustainable management of water resources to ensure their availability for the present and future needs. The inclusion of the Jihe-Kathapur irrigation scheme in the Central Government’s Pradhan Mantri Krishi Sinchan Yojana facilitated the financial support for this project, which accelerated its execution, with water coming to some villages in 2024 itself. The Andhali Upsa Irrigation Scheme, a sub-scheme of the Jihe-Kathapur Upsa Irrigation Scheme, is also on the verge of completion. This scheme has resolved the water scarcity in 14 villages in Man taluka and has brought 4,000 hectares of area under irrigation. Devendra Fadnavis has set a target date by the end of June 2025, for the completion of both schemes.
