Devendra Fadnavis's government committed to Dhangar reservation and upliftment.
Devendra Fadnavis, a keen advocate of the empowerment of the Dhangar community made earnest efforts before and after he became Chief Minister of Maharashtra, towards the reservation and other benefits for them. His unwavering support for including the Dhangar community in the ST category became the official stand of the Mahayuti government in this matter. However, as the Dhangar reservation issue is facing a political slugfest and may take time to resolve efforts have been made to bring about social and economic reforms in the Dhangar community. During his time as CM, Devendra Fadnavis made several development plans and funding for the educational, social, and economic progress of the Dhangar Samaj under the Dhangar Samaj Vikas Yojana, creating employment opportunities for the youths of the community. Fadnavis government’s announcement of a Rs.1000 crore financial package for the Dhangar community and efforts to uplift and empower the Dhangar community by launching many beneficial schemes of the state government, especially targeting them, speaks volumes about his goodwill for the Dhangar community.
Raje Yashwantrao Holkar Mahamesh Yojana launched
The government decided to implement the Raje Yashwantrao Holkar Mahamesh Yojana from the year 2017 to help the Dhangars and other tribes in the state in their traditional occupation of sheep-rearing. The scheme contained a subsidy proposal for sheep farming in which the government would provide 20 female sheep and 1 male sheep or ram to each beneficiary at a 75% subsidy, making it only 25% of the cost towards fodder and other things to be borne by the recipient. The scheme, with a budget of Rs 46 crore 27 lakh, was approved by the state cabinet in its meeting on 22 May 2017 and was implemented in all 34 districts barring Mumbai city and the suburbs. This scheme was announced in the budget speech of 2017-18.

About the scheme of the Tribal Department for the Dhangar community
Detailed meetings were held on 8th July and 17th July, 2019 under the chairmanship of the Minister for Welfare of Scheduled Castes, Scheduled Tribes, Other Backward Classes and Special Backward Classes to discuss ways to help the Dhangar community. During the meeting, it was observed that about 16 active schemes under the Tribal Development Department were benefiting the nomadic tribes including the Dhangar community. So it was decided to try and bring the Dhangar community under the purview of other welfare schemes of the government.

Special Programmes for the Dhangar Community through the Tribal Development Department
The budget provision was made in the interim budget speech presented by the Fadnavis government in June 2019 with the announcement of more welfare schemes for the Dhangar Samaj under the Tribal Development Department and allocation of Rs. 500 crore, in that regard, under two heads of account. Accordingly, the following 13 schemes were formulated:
- To provide a covered or semi-covered land for sheep rearing to landless shepherd families belonging to the nomadic tribe-C category or to provide financial assistance on a subsidy basis for purchasing suitable lands.
- To create a new scheme on the lines of the Tribal Development Department’s Swayam scheme for the deserving students of the nomadic tribe-C category to provide hostel accommodations.
- To help admission for meritorious students of the Nomadic Tribes-C category in reputed English medium schools.
- To build 10,000 houses in the 1st phase, for the homeless nomadic tribe families of category. C in rural areas
- Introduction of a Nucleus Budget Scheme to implement special schemes for the Nomadic Tribes-C category, which are required but are not mentioned in the budget.
- Grant of shareholding to co-operative spinning mills of members of the Nomadic Tribes-C category in the State.
- To provide funds to support new entrepreneurs belonging to nomadic tribes under the Stand Up India Scheme of the Central Government.
- Granting of grazing subsidy for 4 months from June to September for shepherd families belonging to the Nomadic Tribes-C category for grazing during monsoon. (on an experimental basis)
- To provide home coaching to the unemployed graduate youths of the nomadic tribe-C category to do well in competitive examinations.
- To provide concessions in examination fees for competitive examinations for unemployed youth belonging to nomadic tribes.
- To provide basic training to the unemployed youth of the nomadic tribe-C category for recruitment of soldiers in the army and police in the state.
- To provide the members of the Nomadic Tribes (C) category financial assistance for procurement and rearing of 100 poultry birds, 4 weeks old, of improved indigenous (CARI-approved) breed at 75% subsidy, under poultry concept in rural areas.
- Establishment of hostels for the students of nomadic tribes in the headquarters of the revenue divisions of Navi Mumbai, Pune, Aurangabad, Nashik, Nagpur and Amravati.

English medium residential schools for students of the Dhangar community
A scheme was made to provide education for approximately 5,500 students of the Dhangar community from Class I through XII in nearby English medium residential schools every year. Accordingly, it was decided to select 100 children through the Department of Assistant Commissioner of Social Welfare for admission in the academic year 2019-20. The children from below-poverty-line families and families with annual income not more than Rs.1 lakh, were given the benefit of this scheme. For this, a committee was formed in each district under the chairmanship of the district collector.

Free home-coaching for the Dhangar Community students to prepare for competitive exams
It was decided to provide home-based coaching to the students of the Dhangar community to prepare for the UPSC preliminary and the Maharashtra Public Service Commission. Even the study materials and related things for the preparations were made available free of cost in this scheme through the Mahatma Jyotiba Phule Research and Training Institute (Mahajyoti).

Scheme to build houses for the Dhangar community
The Fadnavis government took the decision to build 10,000 houses in rural areas for the Dhangar community families belonging to the nomadic ST-C category in the state. Accordingly, a sum of Rs.150 crore was sanctioned by the government in 2019-20, towards the implementation of this scheme.

Training for selection in the army and police
It was decided to train students from the Dhangar community who secured at least 60 percent marks in their graduation, through the Mahajyoti Institute for selection in the army and the state police. Rs. 5 crore was sanctioned for this cause.

Pandit Deendayal Upadhyaya Swayam Yojana for students of the Dhangar community
The state government decided to implement the Pandit Deendayal Upadhyay Swayam Yojana for the students of the Dhangar community at the municipal and district level to help studying in technical and professional institutes. Under this scheme, it was decided to provide food, accommodation, and study materials to help them continue their studies. The government sanctioned Rs. 60000 annually for each such student.

Paying 15% of the Margin Money for the projects by women entrepreneurs
To encourage women entrepreneurs from the Dhangar community in the state, the Fadnavis government decided to back their business projects as guarantors for 15% of the total project cost under the Stand Up India scheme of the central government. Under this scheme, if the business proposal of a Dhangar community woman gets approved by a bank for 75% business loan, and the entrepreneur herself can manage 10% of the balance 25% (margin money), the government would pay the rest 15%.

Building hostels for Dhangar community students, pursuing higher education
It was decided to construct 200-bed hostels (100 for boys and 100 for girls) in Navi Mumbai, Pune, Aurangabad, Nashik, Nagpur, and Amravati for post-matric and higher education students of the Dhangar community of the nomadic ST-C category in the state. Rs 140 crore was approved for this purpose in the financial year 2019-20.

Financial assistance to encourage poultry farming by the Dhangar people
To promote poultry farming by the Dhangar and other nomadic-C category tribes in rural areas, the State Government launched a financial assistance scheme for purchasing and rearing 100 birds of indigenous species. It was decided to implement the scheme under the Municipal Corporations, Municipalities, Municipal Councils, and Nagar Panchayats, as relevant, in all districts except for Mumbai and Mumbai Suburbs.

Subsidy for purchase of land for sheep rearing for landless shepherd families
Under the state-level scheme for landless shepherd families of Dhangar and similar communities, it was decided to provide financial assistance in the form of subsidy towards the purchase of semi or fully-covered land or for renting land on a 30-year lease agreement for sheep farming. Grants for grazing subsidies to shepherd families
It was decided to provide sustenance subsidies of Rs 24,000 for lack of grazing during the 4-month monsoon period from June to September on a pilot basis to the shepherd families having at least 20 sheep and 1 male sheep in the 9 districts of Ahmednagar, Aurangabad, Dhule, Kolhapur, Nashik, Pune, Sangli, Satara, and Solapur having populations of Dhangar and similar communities.

Rs 1,000 crore for Dhangar community
Fadnavis’s focus on the development of the Dhangar community continued in the new government, as being the Deputy Chief Minister and Finance Minister he announced in the 2023 budget speech a grant of Rs 1,000 crore for the Dhangar community and the establishment of Maharashtra Sheep and Goat Cooperative Development Corporation in Ahmednagar. At the same time, he announced the formation of the Cabinet Empowered Committee for the integration of 22 schemes for the Dhangar community and their proper implementation. He also announced Rs 10,000 crore interest-free loan for the Dhangar community and substantial funds for sheep rearing through the Raje Yashwantrao Holkar Mahamesh Yojana.

Empowered Committee constituted for the upliftment of Dhangar community
Deputy Chief Minister and then Finance Minister Devendra Fadnavis announced the formation of the Shaktipradatta Committee for the upliftment of the Dhangar community in his budget speech of March 2023. Accordingly, a high-power committee was formed to monitor the implementation of the schemes for the Dhangar community in the state. Study Group constituted for inclusion of Dhangar community in Scheduled Tribes
A meeting was held under the chairmanship of the Chief Minister with a delegation of the Dhangar community on 21st September 2023 on their demand for inclusion of the Dhangar community in the ST category for more reservation benefits. In that meeting, the states of Madhya Pradesh, Bihar, and Telangana were referred to as having provided caste certificates and other benefits to some castes under their jurisdiction. Accordingly, a committee was formed under the chairmanship of the Additional Commissioner of the Mumbai Municipal Corporation to study the criteria in the state. In addition to Madhya Pradesh, Bihar and Telangana, it was decided to study other states also, such as Chhattisgarh, Uttar Pradesh, Karnataka and Goa.

Approval for changes and continuation of Raje Yashwantrao Holkar Mahamesh Yojana
The Raje Yashwantrao Holkar Mahamesh Yojana was launched in 2017 to provide economic stability to the people of the Dhangar community through a 75% subsidy for sheep farming. Since the scheme was a new launch, it was said that a decision would be taken to continue or expand the scheme based on the response and the desired result. Accordingly, considering the number of 25,695 applications and funds received by the Punyashlok Ahilyadevi Maharashtra Sheep and Goat Development Corporation, it was decided to continue the scheme with some changes. The decision was approved in the cabinet meeting on July 23, 2024, followed by a Government Resolution taken on August 5, 2024, regarding the change and continuation of the scheme.

Fadnavis Government’s Lasting Impact: Advancing Welfare and Reservation Efforts for the Dhangar Community
The Dhangar (shepherd) community is categorized as a Nomadic tribe in Maharashtra having a long demand for reservation in the ST category for more facilities. Although their demand faced roadblocks due to disagreement from other castes, Devendra Fadnavis during his tenure as Chief Minister, had a supportive approach to the Dhangar people, taking important decisions at different levels for the welfare and progress of this community. The Dhangar Development Scheme implemented by his government, was a comprehensive program to improve the educational, economic, and social status of the community. He also made sincere efforts towards reservation for the Dhangar community in the Scheduled Tribes category. Whether his efforts will bear fruit or not, the many beneficial schemes created by his government will certainly make positive differences in the lives of the Dhangar community people.
