Empowering the Other Backward Classes through various OBC schemes in Maharashtra - a constant push by Fadnavis

Devendra Fadnavis, a champion of the OBC causes, has always stood for the support and empowerment of the Other Backward Class (OBC) communities in Maharashtra. During his tenure as CM between 2014 and 2019, his government implemented a slew of schemes and policies directed at the welfare and progress of the OBC communities to achieve the purpose of their reservations. Through prioritizing the various government programs, such as assessing the level of backwardness of the OBC communities, implementing several OBC student scholarships and other facilities to step up their education and employment opportunities, etc., the Fadnavis government has shown its intent to ensure justice, support, and opportunities for OBC communities in Maharashtra towards their social and economic empowerment.

Meritorious Award for students of class 10 and 12

It was decided to confer the Vasantrao Naik Merit Award to deserving bright OBC students and students from Dalits (freed caste) and nomadic communities who come first in the state and board in class 10th and 12th examinations from the academic year 2015-16. This ensured that the boy or girl students coming 1st in the state and individual boards would receive Rs. 1 lakh and Rs. 50 thousand, respectively, along with a memento and certificate.

Increase the eligibility bar for OBC students with family income from four and a half lakh to six lakh rupees annually to apply for the post-matriculation education fee reimbursement.

The eligibility limit to apply for the Post-Matriculation Education Fee Reimbursement Scheme for the students belonging to OBC, SBC, and nomadic tribes was increased. Earlier, only backward-class students with a family income of not more than Rs. 4.5 lakh per annum would be allowed for this scheme. Under the Fadnavis government, this eligibility limit was increased to Rs. 6 lakh per annum as the highest annual family income for students belonging to Other Backward Classes, Special Backward Classes, Dalits, and Nomadic Tribes studying in government-approved, private unaided, and permanent unaided vocational courses in the state. This was announced on August 5, 2016, in the Legislative Assembly, benefiting thousands of students from the backward classes.

To encourage meritorious students from freed castes and nomadic tribes to pursue higher education, some amendments were made in the government decision dated 25th February 2015 to award the students who will stand first in the 10th and 12th board exams in the state. Department of General Administration, Government Notification No. Shakani 2017/P.No.33/18 (Rev. Ka.), dt. Amendments to the Yashwantrao Chavan Mukt Vasahat Yojana

With intentions to increase the income, raise the standard of living, and provide stability to the families belonging to the backward castes and nomadic tribes and to bring them into the mainstream of development, the government decided to relaunch the Yashwantrao Chavan Mukta Vasahat Yojana with some amendments. On January 24, 2018, the Fadnavis government announced a new government decision for this scheme, superseding the earlier government decisions dated 27 December 2011, 30 January 2013, and 12 August 2014.

Scholarships for meritorious OBC boys and girls for higher education abroad

There was a scholarship scheme dated 11 June 2003 by the Department of Social Justice and Special Assistance, under the government of Maharashtra, to help students belonging to scheduled castes study abroad. As the scheme wasn’t for the Other Backward Classes (OBC) and nomadic tribe students of the state, the meritorious students from these categories wouldn’t qualify for higher education scholarships at foreign universities. In 2018-19, Devendra Fadnavis made the necessary amendments to this scheme to make it applicable to the OBC and nomadic tribal students as well.

Flurry of announcements by the Fadnavis government to benefit the OBCs and Nomadic Castes

  1. Allocations of Rs. 300 crores to the Vasantrao Naik Vimukt Caste and Nomadic Tribes Economic Development Corporation and Rs. 250 crores to the Other Backward Classes Finance and Development Corporation in the state.
  2. On the lines of the Annasaheb Patil Financial Backward Development Corporation, reimbursement of interests against individual and group loans was approved by the Maharashtra State Other Backward Classes Development Corporation and Vasantrao Naik Vijaybhaj Economic Development Corporation.
  3. The direct loan limit through the Maharashtra State Other Backward Classes Finance and Development Corporation decided to be increased from Rs. 25 thousand to Rs. 1 lakh. In addition, provision was made for an interest-free loan to those who paid installments regularly. It was also decided to reduce the interest rate to 4% for overdue installments.
  4. Interest reimbursement against personal loans up to Rs 10 lakh, similar to a scheme with the Annasaheb Patil Financial Backward Development Corporation, was approved to effect through the Maharashtra State Other Backward Classes Finance and Development Corporation, Vasantrao Naik Vimukt Jati and Nomadic Tribes Economic Development Corporation.
  5. Interest reimbursement against group loans of 10 to 50 lakhs, available through the Annasaheb Patil Financial Backward Development Corporation, was approved to effect through the Maharashtra State Other Backward Classes Finance and Development Corporation and Vasantrao Naik Vimukt Caste and Nomadic Tribes Economic Development Corporation.
  6. It was decided to provide a grant in aid of Rs 250 crore to the Maharashtra State Other Backward Classes Finance and Development Corporation for the next three years for the implementation of various schemes. Rs 100 crore was sanctioned towards reimbursement of interest against loans; Rs 50 crore towards the interest reimbursement against individual loans up to Rs 10 lakh, and another Rs 50 crore towards the interest reimbursement against group loans up to Rs 50 lakh.

A special approval of Rs. 50 crore was announced towards skill development for backward class youths through Shamrao Peje Itar Magasvarg Arthik Vikas Mahamandal Limited and Rs. 100 crore for distribution of modern materials and goods to the Bara Balutedar community of OBCs to enhance the productivity of their traditional occupation.

Savitribai Phule Scholarship Scheme for OBC Girl students

The State Cabinet announced the Savitribai Phule Scholarship Scheme for OBC girls studying in government schools and other educational institutions in the state, from Class V to X. To reduce the school dropout rate of girls, this scheme was earlier implemented for girls belonging to SC, ST,  Nomadic Tribes, and SBC studying in classes V to VII and for girls belonging to SC, Nomadic Tribes, and SBC in classes VIII to X. The scholarship amount of Rs 60 per month was announced for the eligible students of classes V to VII for ten months, and Rs. 100 per month for the students of classes VIII to X for ten months.

Honoring meritorious OBC students of class 10 and 12 

The Vasantrao Naik Merit Awards was announced by the government to honor the meritorious OBC students who would come 1st in 10th and 12th board exams in the state. The award values of Rs. 1 lakh and Rs. 51 thousand with mementos and certificates were decided for the students who came 1st in the state and those who came 1st in various board exams, respectively.

36 hostels for OBC students

The Cabinet approved the opening of 36 hostels for OBC students, 18 for boys and 18 for girls, at district locations. It was decided to provide free accommodation, food, educational materials and health facilities to 100 students from this hostel.

Mahatma Basaveshwar Social Equality-Shiva Award

Mahatma Basaveshwar Social Samata-Shiva Award was launched on the occasion of Mahatma Basaveshwar’s birth anniversary to support an individual or an organization for outstanding work in the social, educational, and economic development of the Veerashaiva-Lingayat community. The prize of Rs 25,000 for the individual winners and Rs. 51,000 for organizations was announced. The Fadnavis government released a government decision in this regard on March 8, 2019.

Announcements of corporations named after Mahatma Basaveshwar, Sant Kashiba Gurav, Raja Umaji Naik, and Late Maruti Chavan

In the first budget speech of the Mahayuti government 1.0, Deputy Chief Minister and Finance Minister Devendra Fadnavis announced the establishment of four new corporations under the Maharashtra State Other Backward Classes Finance and Development Corporation. These corporations will provide financial assistance for self-employment to young, educated unemployed individuals and new entrepreneurs from various communities. The corporations are: Jagadjyoti Mahatma Basaveshwar Economic Development Corporation for the Lingayat community, Sant Kashiba Gurav Youth Economic Development Corporation for the Gurav community, Raja Umaji Naik Economic Development Corporation for the Ramoshi community, and Pehlwan Late Maruti Chavan Vadar Economic Development Corporation for the Vadar community. Various welfare schemes will be implemented through these corporations, and each corporation will receive an initial capital of ₹50 crore.

As announced by Deputy Chief Minister and Finance Minister Devendra Fadnavis in his 2023-24 budget speech, the Jagadguru Mahatma Basaveshwar Economic Development Corporation was set up for the Lingayat community, the Sant Kashiba Gurav Youth Economic Development Corporation for the Gurav community, the Raja Umaji Naik Economic Development Corporation for the Ramoshi community, and the Late Maruti Chavan Vadar Economic Development Corporation for the Vadar community were established to provide financial assistance for self-employment to young, educated, unemployed individuals and new entrepreneurs from these communities. These new corporations were established under the Maharashtra State Other Backward Classes Finance and Development Corporation by a government resolution dated August 9, 2023. Each corporation has been allotted share capital of ₹50 crore. Various schemes, such as a 20% initial capital grant, direct loan schemes up to ₹1 lakh, individual loan interest subsidies, group loan interest subsidies, educational loans, and the Swayam Siddhi interest subsidy scheme for women were also implemented.

Establishment of the Sutar Samaj Economic Development Corporation

For several years, various organizations have been demanding the establishment of an independent corporation for the socio-economic development of the Sutar community in the state. In this context, the Mahayuti government decided to form the Sutar Samaj Economic Development Corporation for economic upliftment and overall development of the Sutar community. On October 1, 2024, this new corporation was named the Sant Bhojaling Kaka Sutar Samaj Economic Development Corporation. Furthermore, by a government resolution dated March 4, 2025, the Sant Bhojaling Kaka Sutar Samaj Economic Development Corporation was made a subsidiary of the Maharashtra State Other Backward Classes Finance and Development Corporation because the Sutar community and its various sub-castes are primarily economically and socially backward classes. While the headquarters of the Sant Bhojaling Kaka Sutar Samaj Economic Development Corporation is to be set up in Mumbai, there will be district offices in all districts of the state. This corporation will work for the welfare and development of the Sutar community, such as providing loans at low interest rates to assist individuals with the necessary equipment and technical tools for self-employment. The authorized share capital of the corporation is ₹50 crore.

Establishment of the Weavers’ Community Economic Development Corporation

For the socio-economic upliftment of the weavers’ community and its sub-castes in the state, the Mahayuti government approved the establishment of the Weavers’ Community Economic Development Corporation, on the lines of the Vasantrao Naik Vimukta Jati and Nomadic Tribes Development Corporation and the Maharashtra State Other Backward Classes Finance and Development Corporation. With the new corporation’s headquarters to be set up in Mumbai, district offices will be opened in all districts. The share capital of the corporation will be ₹50 crore. Through this corporation, the following schemes will be implemented for the weaver community: a 25% seed capital scheme, a direct loan scheme up to ₹1 lakh, an individual loan interest subsidy scheme up to ₹10 lakh, a group loan interest subsidy scheme for loans between ₹10 lakh and ₹50 lakh, an educational loan interest subsidy scheme, and a skill development training program.

Establishment of Sant Narhari Maharaj Economic Development Corporation

For the socio-economic development of the Sonar community, which is included in the Other Backward Classes (OBC) category, the Mahayuti government has approved the establishment of the Sant Narhari Maharaj Economic Development Corporation. This corporation will function as a subsidiary of the Maharashtra State Backward Classes Finance and Development Corporation. An authorized share capital of ₹50 crore has been sanctioned for this corporation. All schemes for the Sonar community under the State Backward Classes Finance and Development Corporation will be implemented through this new subsidiary corporation.

54 Hostels Opened for OBC Students in the State

In this year 54 hostels have been opened for OBC students in the state. Another 18 hostels will be opened by the end of June. This information was provided by the Minister for Backward Classes Welfare, Atul Sawle, to the Legislative Council. A question regarding OBC hostels and the Gyanjyoti Savitribai Phule Foundation Scheme was raised in the Legislative Council. In reply Minister Atul Sawle provided this information on behalf of the government. A total of 72 hostels were proposed for OBC students in the state. Of these, 54 have already been opened. These include 26 hostels for boys and 28 for girls. A total of 2,842 students have taken admission in these 54 hostels.

The individual loan limit in the interest subsidy scheme under the Backward Classes Finance and Development Corporation increased from ₹10 lakh to ₹15 lakh

The Devendra Fadnavis government has decided to increase the loan limit in the individual loan interest subsidy scheme implemented by the Maharashtra State Other Backward Classes Finance and Development Corporation, as well as the Vasantrao Naik Scheduled Castes and Scheduled Tribes Development Corporation and its affiliated agencies, from ₹10 lakh to ₹15 lakh. This was approved at the state cabinet meeting held on April 29, 2025. The government order was published on May 14, 2025.

Cabinet Sub-Committee Formed for OBC Community

The Devendra Fadnavis government has formed a cabinet subcommittee to study and take action on the socio-economic and educational status of the OBC community and related matters. Chaired by Revenue Minister Chandrashekhar Bawankule, the committee comprises Food and Civil Supplies Minister Chhagan Bhujbal, Forest Minister Ganesh Naik, Water Supply and Sanitation Minister Gulabrao Patil, Water Resources Minister Sanjay Rathod, Environment and Climate Change Minister Pankaja Munde, OBC Welfare Minister Atul Sawane, and Agriculture Minister Dattatreya Bharne. The committee will hold discussions with OBC representatives and activists to determine the process for implementing court orders and will review various running schemes of the state government for OBCs to suggest if there are needs for betterment in them and their implementation. The committee will also deliberate on the socio-economic and educational status of the OBC community.

Fadnavis' drive for OBC empowerment

Devendra Fadnavis’s strong push for OBC development activities in Maharashtra reflects his vision of the state’s all-around development. Due to his relentless efforts, the educational, social, and economic upliftment of the OBC community in Maharashtra has created an example for other states to follow. Protection of reservations in local bodies, the establishment of the OBC Commission, and the implementation of economic schemes for the OBC community, encouragement for education through OBC student scholarships and post-matric scholarships were some of his grassroots initiatives for the OBCs that paved the way for the empowerment, opportunities, and progress of the community.
