No one can deny the overwhelming impact of the Nagpur-Mumbai Expressway on the progress, politics, and integrity of Maharashtra, and perhaps no one can hide their awe to learn that this game-changing idea was conceived and lived by Devendra Fadnavis for 20 years until it was realized after he became the Chief Minister. A highway passing through 11 districts to connect Nagpur with Mumbai, bringing the tide of development to the vast hinterland, is no small dream!
After becoming the Chief Minister in 2014, Devendra Fadnavis announced the Nagpur-Mumbai Super Communication Expressway in 2015. Almost 90% of this colossal project is complete as of date. The road from Nagpur to Nashik was completed in record time and was inaugurated by Prime Minister Narendra Modi before opening to public use. The Super Expressway is named the Hindu Hriday Samrat Balasaheb Thackeray Samruddhi Highway. Acquiring the required land for the highway was also handled efficiently and completed in record time by the Fadnavis government. The villagers who gave their lands for the project were paid more than the market price. This road is not another highway but is being considered a prosperity corridor.

MSRDC was chosen the implementing agency for the Mumbai-Nagpur Expressway
The Maharashtra State Road Development Corporation (MSRDC) was announced as the implementing agency for the construction of the Nagpur-Mumbai Expressway as per the approval given by the Cabinet Infrastructure Committee in its meeting held on November 30, 2015. MSRDC was tasked with supervising the construction of this ambitious project.

Land Acquisition under the Pooling Model
For the construction of the Nagpur to Mumbai Expressway and allied infrastructure, land acquisition through the land pooling scheme in addition to upfront purchase at the government rate for agricultural land, was approved. Earlier, the process of land acquisition for government projects was based on paying a lump sum compensation for the land, which in most cases would not be agreeable to the farmers. For the first time, a new method called land-pooling was introduced for this prosperous highway project.

The land rates were determined using ready reckoner rates.
The process of land acquisition for the Samruddhi Expressway was carried out through land consolidation, land acquisition, and a direct purchase scheme. For this, the land rate was determined using the ready reckoner rate. The land rate also included trees, houses, wells and other assets in the field. In some cases, the land owner was given compensation of double or 100 percent of the assessed value as per the ready reckoner rate, while in others, the amount was more than 5 times the original value of the land. In this, the government will take as much land as the farmers. Five times the developed land (NA land) of that land was given to the owner in the same area.

The revised project cost for the Samruddhi Highway approved
On June 14, 2018, administrative approval of Rs 49,247 crore was sanctioned for the project of the Maharashtra Samruddhi Mahamarg. However, after the tender process, the project cost was revised to Rs 55,335.32 crores, which was duly approved. Further, an amount of Rs 6,396.18 crore was approved towards the interest on the project cost. This interest would be paid by the government over 30 months, and in case of a delay, the responsibility would be laid on the Road Development Corporation.

The Uddhav Thackeray government announced the name of the Mumbai-Nagpur Marashttra Samruddhi Mahamarg as Hinduhridaysamrat Balasaheb Thackeray Maharashtra Samruddhi Highway on 20 December 2019. 90% of the land acquisition target was achieved; more than 55% of the project work was completed
According to the report of Samruddhi Mahamarg, till May 31, 2021, 90 percent of the land had been acquired. More than 55% of the work had been completed. Out of a total of 1699 ongoing construction works for the highway, constructions at 1286 sites were finished. Work was underway at 253 sites.

The speed limit on the Samruddhi Highway was set
The speed limit for the vehicles running on the Mumbai-Nagpur Maharashtra Samruddhi Highway was fixed at a minimum of 80 kmph in the ghat areas and a maximum of 120 kmph in the plains. 2-wheelers and 3-wheelers were prohibited from running on this road.
