Mumbai, adorably called the “Maximum City” by many, never ceases to push its limits and attract businesses and individuals alike to flock in large numbers for prosperity. As a significant contributor to the country’s GDP, the city endured massive intra-city movements by daily commuters, jostling through overcrowded local trains and buses. Sluggish communication from the overdependence on the conventional surface transport system wasn’t in line with Mumbai’s aspiration to compete with major business and financial hubs in the world. The city urgently needed a Mass Rapid Transport system to meet the increasingly demanding need to bolster its communication infrastructure with a fast, comfortable, and less polluting mass transport option. In 2004, MMRDA decided to go for the Mumbai Metro project and approved the master plan in the following year for a 118 km. Metro Rail network. However, it took nine long years for the Mumbaikars to get their first Metro line started on 8th June 2014, due to reasons best known to the ministers and leaders of the then Congress-NCP coalition government. In contrast, the expansion of the Mumbai Metro was rapid at the hands of the Devendra Fadnavis government, which came to power at the end of 2014. As of today, the Mumbai Metro has four operational lines, with construction for six additional lines underway.

Maharashtra's first metro project, Mumbai Metro Line 1, started
Approval for the 11.40 km Versova-Andheri-Ghatkopar Metro line-1 project came from the center on 19th August 2004, which led to the establishment of the Mumbai Metro Rail Corporation (MMRC) in the same year, to monitor the project implementation. However, the state government’s permission for the 1st Metro Line project took another two years, coming in 2006. The project work commenced after two more years, in 2008 and the actual construction began in 2011. On 8 June 2014 Mumbai got its 1st Metro line (Metro 1) inaugurated. A total of Rs 2,356 crore was spent on this project. Earlier, it would take around 71 minutes to cover the distance from Versova to Ghatkopar, but the same distance could now be covered in just 21 minutes, passing through 12 stations at strategic points.
Approval for Metro Line 2, from DN Nagar to Mandalay, Mankhurd Metro
Immediately after becoming the Chief Minister, Devendra Fadnavis approved the Metro Line 2 project on 11 December 2014. The Metro Line 2 project included two main lines i.e. Metro Line 2A (between DN Nagar and Dahisar); and Metro Line 2B (between DN Nagar and Mankhurd).

Metro Rail Corporation and new account for the implementation of the metro

Cabinet approves Mumbai Metro Routes 2 and 7
For the expansion of the metro routes in Mumbai, the state cabinet approved the first phase of the Dahisar (East) to DN Nagar project on the Dahisar-Charkop-Bandra-Mankhurd route of Metro Line 2 and the Andheri East to Dahisar East project on the Metro Line 7. A total cost of Rs 12,618 crore was approved for these two projects. The Mumbai Metro Line 2 A, between Dahisar East and DN Nagar, was estimated at Rs 6,410 crore, while the cost for the Andheri-East Dahisar East project on Mumbai Metro Line 7 was expected to be around Rs. 6,208 crore.
Mumbai has to cope with a great volume of daily commuting from early morning till midnight, like no other city in the world. However efficient they might be, the city’s existing public transport system, comprised mainly of the local trains and buses, would often prove insufficient to deal with the rising number of commuters. Besides providing utterly uncomfortable journeys in rush hours, this would routinely result in delays to work and home return for the people. The introduction of the Mumbai Metro and Mono networks while eased the pressure on commuters, added a new element of delay in the form of long queues for buying tickets. Seeing this inconvenience of the people, CM Fadnavis came up with the smart idea of introducing the Integrated Ticketing System to cut down the time people had to spend queuing while traveling between multiple modes of transport. Integrated Ticketing System is a proven method followed in many advanced countries, in which a single ticket allows journeys on different means of transport, eliminating the need for queuing and pressure on the related service facilities. Although the implementation required seamless coordination between different transport entities, it promised a considerable drop in the Mumbaikar’s commuting woes.

The state government approved the Thane-Bhiwandi-Kalyan Metro Line 5
The Mumbai metro network began expanding to cover the farthest of the Mumbai Metropolitan Region. The Thane-Bhiwandi-Kalyan Metro 5 route in Thane district got approval in a cabinet meeting. The 23.50 km long route, connecting Bhiwandi and Kalyan areas in the Mumbai metropolitan Region would have a total of 16 stations on the Thane-Bhiwandi-Kalyan route. A total of Rs 8,240 crore was approved for this project.
The state cabinet approved the Swami Samarth Nagar – Jogeshwari – Vikhroli Metro route
The detailed project report and its implementation of Metro Route No. 6 (Swami Samarth Nagar – Jogeshwari – Vikhroli) spanning 14.47 km. with 13 stations, were approved in the state cabinet meeting. The total cost of this project was estimated at Rs 6,716 crore, of which the MMRDA would contribute Rs 3,195 crore and the state government Rs 1,820 crore. The rest Rs. 1,700 crore would be obtained through a loan.
Mobile ticketing service launched for Metro Line 1, the first time in the country
Mumbai Metro Line 1 became the first metro in the country with a mobile ticketing facility allowing passengers to buy tickets through a mobile app. For this, the Skip Queue app was launched at a program in Andheri, to help passengers buy one-way or return tickets, or pass on the move without having to queue up at the counters.

Chief Minister approves Wadala-CSMT Metro Line 11

Approval for circular metro project in Thane
To solve the internal traffic problem in Thane city, Thane Municipal Corporation had earlier sent a proposal for a circular metro project to the state government. Metro Route 10 from Gaimukh to Shivaji Chowk (Mira Road) is 9 km long with 4 stations. A total of Rs 4476 crore has been approved for this project.
Metro Route No. 11 from Wadala to Chhatrapati Shivaji Maharaj Terminus is 12.77 km long. A total of 10 stations will be constructed for this, of which 8 will be underground. The cost of the project was estimated at Rs 8739 crore. Metro Route 12 from Kalyan to Taloja is 20.75 km long with 17 stations. The cost of this project was estimated at Rs 5865 crore.

Aarey Car Shed work suspended
New Chief Minister Uddhav Thackeray informed through a press conference about his decision to suspend the impending Metro Car Shed construction in Aarey Colony. Calling Aarey colony’s selection for the location of the Metro Car Shed indiscriminate use of land for the sake of development, he said that his government would not move forward without reviewing the proposal of the car shed, and that no further work would be done at Aarey Carshed until further decision was taken.
Committee formed to maintain environmental balance at Aarey Car Shed site
The Supreme Court stalled the decision to construct a metro car shed in Aarey Colony for the Mumbai Metro Line 3 Colaba-Bandra-Sipz underground metro project. A suo moto writ petition was filed in the Supreme Court against the government’s decision. Meanwhile, notwithstanding the state government’s decision conformed to the rules, still, based on the questions raised by the Supreme Court, the state government formed a committee under the chairmanship of the Additional Chief Secretary (Finance) to prepare a report on achieving environmental balance in the Aarey area disturbed due to car shed construction, through growing and preserving tree resources in that area. This committee was ordered to submit a report within 15 days.

Chief Minister Uddhav Thackeray's decision to shift the proposed Metro car shed from Aarey to Kanjurmarg;
Chief Minister Uddhav Thackeray canceled the decision taken by the former Chief Minister Devendra Fadnavis’ government regarding the Aarey car shed in Mumbai. Declaring the Aarey colony as forest land, he announced that the Metro Car Shed would be built at Kanjurmarg. The Chief Minister made this announcement while interacting online with the citizens. Approval of the revised proposal for the Colaba-Bandra-Seepz project
The revised cost of the Colaba-Bandra-Seepz Mumbai Metro Route 3 project was approved in a state cabinet meeting. The project cost escalated from earlier 23,136 crores to Rs 33,405 crores and 82 lakhs. The central government was requested for its share of the increased cost. According to the revised plan, the state government’s share of the revised cost was increased by Rs. 1297.11, from Rs 2,402.7 crore to Rs 3,699.81 crore. The Mumbai Metropolitan Region Development Authority was directed to pay the increased amount to Mumbai Metro. The government decision on this matter was published by the concerned department on August 25, 2022. The 33.5 km. Mumbai Metro 3 is end-to-end underground with a total of 27 stations..
The decision to lease 3308 square meters of land under the Dharavi revenue division to MMRDA for Mumbai Metro Line 3 was discussed in the cabinet meeting on June 28, 2023. It was decided to lease this land for 30 years for the ancillary building, ventilation shaft, and traction substation for the Dharavi station.

Earlier in the day, PM Modi inaugurated the first underground metro line in Mumbai. On this occasion, the Prime Minister also launched the MetroConnect3 app designed for commuters. Earlier, the Central Government had approved the revised cost of Rs 12,200.10 crore for the Thane Ring Metro in the Cabinet meeting on 16 August 2024 and sent a letter to the state government on 4 September 2024, informing the decision. Maharashtra's first metro project, Mumbai Metro Line 1, started
Approval for the 11.40 km Versova-Andheri-Ghatkopar Metro line-1 project came from the center on 19th August 2004, which led to the establishment of the Mumbai Metro Rail Corporation (MMRC) in the same year, to monitor the project implementation. However, the state government’s permission for the 1st Metro Line project took another two years, coming in 2006. The project work commenced after two more years, in 2008 and the actual construction began in 2011. On 8 June 2014 Mumbai got its 1st Metro line (Metro 1) inaugurated. A total of Rs 2,356 crore was spent on this project. Earlier, it would take around 71 minutes to cover the distance from Versova to Ghatkopar, but the same distance could now be covered in just 21 minutes, passing through 12 stations at strategic points.
Approval for Metro Line 2, from DN Nagar to Mandalay, Mankhurd Metro
Immediately after becoming the Chief Minister, Devendra Fadnavis approved the Metro Line 2 project on 11 December 2014. The Metro Line 2 project included two main lines i.e. Metro Line 2A (between DN Nagar and Dahisar); and Metro Line 2B (between DN Nagar and Mankhurd).

Metro Rail Corporation and new account for the implementation of the metro

Cabinet approves Mumbai Metro Routes 2 and 7
For the expansion of the metro routes in Mumbai, the state cabinet approved the first phase of the Dahisar (East) to DN Nagar project on the Dahisar-Charkop-Bandra-Mankhurd route of Metro Line 2 and the Andheri East to Dahisar East project on the Metro Line 7. A total cost of Rs 12,618 crore was approved for these two projects. The Mumbai Metro Line 2 A, between Dahisar East and DN Nagar, was estimated at Rs 6,410 crore, while the cost for the Andheri-East Dahisar East project on Mumbai Metro Line 7 was expected to be around Rs. 6,208 crore.
Mumbai has to cope with a great volume of daily commuting from early morning till midnight, like no other city in the world. However efficient they might be, the city’s existing public transport system, comprised mainly of the local trains and buses, would often prove insufficient to deal with the rising number of commuters. Besides providing utterly uncomfortable journeys in rush hours, this would routinely result in delays to work and home return for the people. The introduction of the Mumbai Metro and Mono networks while eased the pressure on commuters, added a new element of delay in the form of long queues for buying tickets. Seeing this inconvenience of the people, CM Fadnavis came up with the smart idea of introducing the Integrated Ticketing System to cut down the time people had to spend queuing while traveling between multiple modes of transport. Integrated Ticketing System is a proven method followed in many advanced countries, in which a single ticket allows journeys on different means of transport, eliminating the need for queuing and pressure on the related service facilities. Although the implementation required seamless coordination between different transport entities, it promised a considerable drop in the Mumbaikar’s commuting woes.

The tunnel boring machine used in the Mumbai Metro project for the first time

The state government approved the Thane-Bhiwandi-Kalyan Metro Line 5
The Mumbai metro network began expanding to cover the farthest of the Mumbai Metropolitan Region. The Thane-Bhiwandi-Kalyan Metro 5 route in Thane district got approval in a cabinet meeting. The 23.50 km long route, connecting Bhiwandi and Kalyan areas in the Mumbai metropolitan Region would have a total of 16 stations on the Thane-Bhiwandi-Kalyan route. A total of Rs 8,240 crore was approved for this project.
The state cabinet approved the Swami Samarth Nagar – Jogeshwari – Vikhroli Metro route
The detailed project report and its implementation of Metro Route No. 6 (Swami Samarth Nagar – Jogeshwari – Vikhroli) spanning 14.47 km. with 13 stations, were approved in the state cabinet meeting. The total cost of this project was estimated at Rs 6,716 crore, of which the MMRDA would contribute Rs 3,195 crore and the state government Rs 1,820 crore. The rest Rs. 1,700 crore would be obtained through a loan.
Mobile ticketing service launched for Metro Line 1, the first time in the country
Mumbai Metro Line 1 became the first metro in the country with a mobile ticketing facility allowing passengers to buy tickets through a mobile app. For this, the Skip Queue app was launched at a program in Andheri, to help passengers buy one-way or return tickets, or pass on the move without having to queue up at the counters.

Chief Minister approves Wadala-CSMT Metro Line 11
Chief Minister Devendra Fadnavis approved the DPR of the 11.4 km. Mumbai Metro 11, Wadala – CSMT, with 10 stations (2 are above ground and 8 are underground) for an approximate cost of Rs. 8739 crore. Along with this, the Rs. 4476 crore Metro 10 (11.2 km. Approval for circular metro project in Thane
To solve the internal traffic problem in Thane city, Thane Municipal Corporation had earlier sent a proposal for a circular metro project to the state government. That proposal was approved in the state cabinet meeting held on 5 March 2019. After that, the concerned department published the government decision on this approval on 8 March 2019. The 29 km. circular metro rail project has 22 stations, 20 elevated and 2 underground, with a cost of Rs 13,095 crore approved by the state government.

A cabinet meeting approved the 20.75 km metro project from Kalyan to Taloja by MMRDA, for an estimated Rs. 5865. There will be a total of 17 elevated stations on this route.

The state government has approved the Mumbai Metro Line 10 from Gaimukh to Shivaji Chowk (Mira Road), Mumbai Metro Line 11 from Wadala to Chhatrapati Shivaji Maharaj Terminal and Mumbai Metro Line 12 from Kalyan to Taloja Metro. Metro Route 10 from Gaimukh to Shivaji Chowk (Mira Road) is 9 km long with 4 stations. A total of Rs 4476 crore has been approved for this project.
Metro Route No. 11 from Wadala to Chhatrapati Shivaji Maharaj Terminus is 12.77 km long. A total of 10 stations will be constructed for this, of which 8 will be underground. The cost of the project was estimated at Rs 8739 crore. Metro Route 12 from Kalyan to Taloja is 20.75 km long with 17 stations. The cost of this project was estimated at Rs 5865 crore.

Aarey Car Shed work suspended
New Chief Minister Uddhav Thackeray informed through a press conference about his decision to suspend the impending Metro Car Shed construction in Aarey Colony. Calling Aarey colony’s selection for the location of the Metro Car Shed indiscriminate use of land for the sake of development, he said that his government would not move forward without reviewing the proposal of the car shed, and that no further work would be done at Aarey Carshed until further decision was taken.
Committee formed to maintain environmental balance at Aarey Car Shed site
The Supreme Court stalled the decision to construct a metro car shed in Aarey Colony for the Mumbai Metro Line 3 Colaba-Bandra-Sipz underground metro project. A suo moto writ petition was filed in the Supreme Court against the government’s decision. Meanwhile, notwithstanding the state government’s decision conformed to the rules, still, based on the questions raised by the Supreme Court, the state government formed a committee under the chairmanship of the Additional Chief Secretary (Finance) to prepare a report on achieving environmental balance in the Aarey area disturbed due to car shed construction, through growing and preserving tree resources in that area. This committee was ordered to submit a report within 15 days.

Chief Minister Uddhav Thackeray's decision to shift the proposed Metro car shed from Aarey to Kanjurmarg;
Chief Minister Uddhav Thackeray canceled the decision taken by the former Chief Minister Devendra Fadnavis’ government regarding the Aarey car shed in Mumbai. Declaring the Aarey colony as forest land, he announced that the Metro Car Shed would be built at Kanjurmarg. The Chief Minister made this announcement while interacting online with the citizens. Uddhav Thackeray said that the land in Kanjurmarg belonged to the government and thus wouldn’t incur any cost. The delay in decision-making by the Uddhav Thackeray government meanwhile increased the project cost by Rs. 4000 crore, a committee appointed by the government revealed in its report.

Committee was formed to determine an alternative to Aarey colony for the Car Shed site
The state government formed a committee under the chairmanship of the Chief Secretary to determine an alternative site for the car shed of the Mumbai Metro project instead of the Aarey Colony. This committee was to examine whether the proposed site in Aarey was suitable or not, what other alternatives could there be to the Aarey colony for a car shed, and would the site at Kanjurmarg be suitable for the Metro car shed. Approval of the revised proposal for the Colaba-Bandra-Seepz project
The revised cost of the Colaba-Bandra-Seepz Mumbai Metro Route 3 project was approved in a state cabinet meeting. The project cost escalated from earlier 23,136 crores to Rs 33,405 crores and 82 lakhs. The central government was requested for its share of the increased cost. According to the revised plan, the state government’s share of the revised cost was increased by Rs. 1297.11, from Rs 2,402.7 crore to Rs 3,699.81 crore. The Mumbai Metropolitan Region Development Authority was directed to pay the increased amount to Mumbai Metro. The government decision on this matter was published by the concerned department on August 25, 2022. The 33.5 km. Mumbai Metro 3 is end-to-end underground with a total of 27 stations..
The decision to lease 3308 square meters of land under the Dharavi revenue division to MMRDA for Mumbai Metro Line 3 was discussed in the cabinet meeting on June 28, 2023. It was decided to lease this land for 30 years for the ancillary building, ventilation shaft, and traction substation for the Dharavi station.

State government’s guarantee for a loan of Rs 1,000 crore for Metro 3
The state government issued a guarantee for a loan of Rs 1,000 crore for Mumbai Metro Line 3, under construction by the Mumbai Metro Rail Corporation. DN Nagar - Mandalay Metro will now run up to Chita Camp
The Mumbai Metro Route 2B, D.N. Nagar to Mandalay, was decided to be extended from Mandalay station to Chita Camp with a new station at Chita Camp. The cost of this 1.023 km. extension estimated at Rs. 205.58 crore was to be borne by the MMRDA from its funds.
While the initial cost of Mumbai Metro 2B was Rs 10,986 crore, this extension project would increase that by another 1.8 percent.

The state government approved Rs 13,095 crore towards its share of the cost for the 29 km. Thane Ring Metro with 22 stations as submitted by the Thane Municipal Corporation. Earlier, the Central Government had approved the revised cost of Rs 12,200.10 crore for the Thane Ring Metro in the Cabinet meeting on 16 August 2024 and sent a letter to the state government on 4 September 2024, informing the decision. After that, the state government issued a government decision approving the revised Thane Ring Metro.
More speed in Metro work promised
The Mumbai Metro network is currently 50-km long. The new Mahayuti government has its focus on completing the new corridors, which are in pipeline, including the expansion of the Navi Mumbai Metro to Line 2,3,4, and 5. The Metro Line 8, between the Chhatrapati Shivaji Maharaj International Airport and the upcoming Navi Mumbai International Airport is also under consideration. CM Fadnavis has promised to double the work pace of the metro projects. with the expansion rate increasing from 22-25 kilometres per year to an ambitious 50 kilometres annually. He also insisted that there should not be delay in Metro projects for lack of carshed space.
