The GCCs are wholly owned offshore units of the MNCs functioning as a wing to manage all software, technology and business intelligence needs to drive the corporation’s global operation. As they are utilising the local tech talents, it is percolating to enriching the country’s technological, research, innovation, and financial services sectors. India is targeting to have 5000 GCCs by 2030, adding a substantial number to the existing number of 2700. Maharashtra is gearing up to capitalize on this GCC revolution.

Maharashtra is already reckoned as a leading GCC hub in India with a strong ecosystem of infrastructure providers, talent partners, academic institutions, and startup collaborators, with Special Economic Zones (SEZs) offering specific advantages. At present, approximately 400 GCCs are operational in Maharashtra, providing employment to over 4 lakh people. To consolidate on this, the Fadnavis government has formulated the Maharashtra Global Capability Centers Policy 2025, setting a target of establishing another 400 new GCCs in Maharashtra between 2025 and 2030, generating an additional four lakh skilled jobs. The policy has also underlined priority sectors for GCCs, such as Aerospace & Defence, Agro & Food Processing, Gems & Jewellery, Logistics, Metals & Mining, Pharmaceuticals & Chemicals, Renewable & Green Energy, Textiles & Apparel, IT/ITES, and Automotive by fostering specialized GCC clusters. By 2030, GCCs are expected to play a significant role in India’s technology ecosystem; a robust policy and compliance checklist will help the competing states to be in a better position. The Maharashtra GCC Policy is being seen as crucial and perfectly timed to harness this significant opportunity and transform the state into a knowledge-based economy with a rich talent pool.

In line with the Prime Minister’s ‘Developed India @2047’ policy!

The ‘Maharashtra Global Competence Center Policy, 2025’ was approved during a state cabinet meeting held on September 30, 2025, under the leadership of Chief Minister Devendra Fadnavis. The Policy Objectives are as follows:

Establishing Maharashtra as the premier global destination for GCCs by hosting about 400 new GCCs.

Creating 4 lakh skilled jobs by integrating industry-driven curricula,

Fostering cutting-edge research, and equipping the workforce with advanced digital and technical skills.

Promoting GCC-led research, foster multinational collaborations, and attract high-value, knowledge-intensive investments.

Developing world-class business districts and a robust Digital Databank to map talent, resources, and connectivity, helping new GCCs identify optimal locations.

Propelling Tier-2 and Tier-3 cities such as Nashik, Nagpur & Chhatrapati Sambhajinagar into the global GCC landscape, creating new economic hubs and fostering balanced, technology-driven growth.

The policy aligns with Prime Minister Narendra Modi’s visions of a Developed India and a $30 trillion economy@2047 and the state government has initiated concrete efforts to ensure Maharashtra plays a pivotal role in achieving these coveted goals. An expenditure of ₹2,960 crore is projected for the policy’s implementation over the five-year period from 2025 to 2030, and in return investments worth approximately ₹50,000 crore are expected to land in the state. For the subsequent decade, spanning 2031 to 2040, an estimated expenditure of ₹8,472 crore has been earmarked. Under Devendra Fadnavis, Maharashtra has formulated a stable, long-term plan to foster industrial and technology-driven investments.

Focus on Establishing GCCs in Tier-2 and Tier-3 Cities

An important aspect of this policy is to promote the tier 2 and tier 3 cities like Nashik, Nagpur, and Chhatrapati Sambhajinagar to the GCC map. This will generate local employment and develop the local economy. The government is going about it with a bouquet of offers including additional land, uninterrupted power and water supply, fiscal & non-fiscal incentives, flexible working hours, and ready pool of skilled manpower in these cities.

Priority on sector specific GCCs

Maharashtra has strong ecosystems for a number of industries; however, the state is aspiring to become a hub for new-age tech oriented industries. Therefore, the state government has prioritized specific sectors and decided to create a framework for a conducive environment for setting up GCCs in these sectors with steps like sector-specific infrastructure and research-driven innovations, ease of doing business, and convergence with other policies and programmes of the Central and State Government.

In implementing the Global Competence Center policy, the Maharashtra government will leverage complementary policies such as the Startup, Entrepreneurship, and Innovation Policy 2025, the Software Technology Park Scheme, the Chief Minister’s Employment Generation Program, and the IT Policy 2023. Consequently, specific measures are being taken to elevate Maharashtra to a global level in terms of employment generation, technology development, research, and industrial competitiveness.
